Conducts initial evaluations of proposed programs encompassing the gathering of pertinent data, identification and analysis of problems and the proposal of feasible solutions within the context of the organization's goals. 2. Participates in implementing and recommending policies, practices, methods and procedures and programs designed to improve operations within the major Corporate functional areas through research and statistical application, developing administrative controls and reporting systems, and the application of related techniques and methods. 3. Conducts research to compile, analyze, and present data for consideration and determination of policy questions. 4. Participates in the development of budgets and the operational aspects of approved programs. 5. Plans, establishes and integrates programs within the System in conjunction with facility executives and the System's Staff. 6. Contributes to strategic planning processes and assists in the implementation of organizational initiatives at the executive level. 7. Assists in developing various reports and studies pertaining to a broad scope of corporate functions including departmental reorganization, transfer of personnel and determining means of expediting potential programs while improving current operations. 8. Serves as Project Director or Program Coordinator in planning, developing and coordinating departmental projects and programs. Responsible for all aspects of the project lifecycle including planning, scope definition, design execution and delivery, including development of administrative and operational processes, templates, procedures/protocols and other core documents. 9. Maintains liaison between the Corporate Executive, various governmental agencies and community organizations and the appropriate divisions as necessitated by the planning and development of specific programs. 10. Provides overall project/program management activities including utilizing project/program management tools and techniques to organize, plan, execute, report and evaluate project/program objectives. 11. Confers with planning personnel to determine the nature and scope of proposed project and programming schedules and with estimating personnel to verify validity of budget estimates. Consults with departmental leadership and other key stakeholders to develop implementation schedules and provides support to the development and implementation of various operational plans and technical/logistical tracking systems to meet operational needs. 12. Coordinates reviews among internal business teams, planning staff, local health care setting administrators and, as directed to ensure optimum efficiency and effectiveness in the coordination of assigned projects. 13. Monitors progress against milestones and key deliverables and other performance indicators, and manages risk by proactively anticipating issues and developing contingency plans and solutions. Analyzes problems and critical situations relating to assigned projects and develops alternative solutions with teams; reviews these proposals with staff and defines and implements decisions. 14. Prepares reports, speeches, and press releases within the context of departmental objectives. Minimum Qualifications 1. Master's degree from an accredited college or university in administration, health care planning, business administration, public administration or an approved related discipline; and one (1) year experience in health and medical service administration, public administration, business personnel and labor relations, finance or an appropriate functional discipline, related administrative or managerial functions; or 2. Bachelor's degree from an accredited college or university in disciplines as described in 1 above, and two (2) years' experience in health and medical service administration, public administration, business personnel and labor relations, finance or an appropriate functional discipline, related administrative or managerial functions.
