The Office of Impartial Hearings (OIH) is a fast-paced, deadline-driven department charged with processing Termination of Tenancy, Grievance, Applicant Appeals and Trespass cases, and Guardian Ad Litem (GAL) matters. It functions like a court with a high-volume, detail-driven workload and extensive interaction with residents, litigants, GALs, attorneys, interpreters, transcription companies, elected officials, and internal staff. Federal, State, and City mandates require language assistance services for LEP individuals, including interpretation and translation for administrative hearings.

Responsibilities
  • Interpret with clarity and accuracy between English and Spanish during administrative hearings, conferences, and inquiries from litigants.
  • Translate documents from English to Spanish and vice versa, including Stipulations of Settlement, Termination of Tenancy procedures, hearing notices, applications to re-open defaults, evidence, and forms.
  • Attend remote and field hearings for litigants who cannot appear at the OIH and require interpretation/translation.
  • Assist at Right to Counsel conferences and Telephone Scheduling Conferences via MS Teams for interpretation/translation.
  • Set up Remote Hearings via MS Teams, including sending invites, preparing notices for signature, and entering case information into the VH SharePoint site.
  • Assist with preparing Weekly Tenancy Calendars for Defaults, Stipulations of Settlements, and Hearing Officer Decisions; enter and verify case information in the required systems.
  • Assist with coordinating language interpreters, including sign language for hearings.
  • Prepare daily and monthly statistical reports of interpretation/translation assignments.
  • Process Stipulations of Settlement submitted by the Law Department for placement on the weekly Tenancy Calendar, including document preparation and database entry.
  • Serve as Timekeeper for OIH employees and provide weekly/monthly Kronos reports.
  • Prepare OIH hearing files for microfilming and ensure proper document organization.
  • Perform other clerical functions as needed, including front desk assistance and client information provision.
Minimum Qualifications
  • Proficiency to interpret and translate from Spanish into English and vice versa with clarity and accuracy in a professional setting, and one of the following:
    • A four-year high school diploma or equivalent and two years of verifiable full-time experience in interpretation/translation, or
    • A baccalaureate degree with 24 Spanish credits, or
    • A satisfactory combination of education and/or experience equivalent to the above. Candidates must have a four-year high school diploma or equivalent and the ability to interpret/translate with clarity and accuracy.
Preferred Skills
  • Proficiency in interpreting/ translating from English to Spanish and vice versa with accuracy; may include a degree or professional certificate in Spanish and 1 year of interpreting/translating experience, or a degree in any field with 2 years of relevant experience as a full-time Spanish interpreter/translator.
  • Knowledge of Termination of Tenancy, Grievance, Section 8 Administrative Hearings, Applicant Appeals, and Trespass Appeal procedures.
  • Strong written and oral command of English and Spanish; ability to handle interaction with litigants and attorneys/representatives; ability to work in a fast-paced judicial environment.
  • Ability to perform multiple tasks and meet deadlines; excellent communication skills.
  • Proficient computer skills (Microsoft Access, Word, Excel, Kronos), online research for glossaries and references, and high volume telephone handling.
  • Detail-oriented and capable of handling high-volume workloads.
