Part time position - 30 hours per weekSummary: Coordinate the administrative aspects of the solid waste and recycling department and programs as well as grant funded programs for all departments. Essential Duties and Responsibilities in Solid Waste and Recycling include the following. Other duties may be assigned.1. Coordinate programs, projects and activities for the department and educate the public about all aspects of solid waste disposal and recycling. 1. Compile reports and statistics and ensure compliance with program guidelines. 3. Prepare and enforce the franchise agreement for solid waste services. 4. Develop, submit and track the departmental budget. 5. Oversee the administrative operation of the recycling center. 6. Prepare, submit and oversee grant applications and awards for special projects or materials such as household hazardous waste collection and department related programs. 7. Prepare requests for proposals and bid specifications for various departmental programs and equipment. 8. Prepare and submit the State Annual Solid Waste Report. Compose and administer the Five-Year Solid Waste Management Plan for the County. 9. Issue waste hauling permits for haulers doing business in the County and oversee those haulers required annual reporting. 10. Review Comprehensive Solid Waste Ordinance to insure it is in line with current needs of the community. Update as needed. 11. Attend training made available through the KY Division of Waste Management, the Solid Waste Coordinators of KY (SWaCK), and the KY Recycling Coalition (KYRC). 12. Official staff liason to the Environmental, Recycling & Utilities Committee. Meetings are at noon on the first Tuesday of each month. 13. Designated Solid Waste Coordinator per KRS 224.43-505 Essential Duties and Responsibilities as Grant Coordinator include the following. Other duties may be assigned.
Inform County departments and agencies of funding opportunities. Advises local nonprofits on best practices for pursuing funding and organizational governance. Staff liaison to the Grants Committee. Requirements Qualifications
