ResponsibilitiesKey Responsibilities:
  • Leveraging Agile application development framework, DevOp capability, target Agency Cloud Architecture, and Cloud-native capabilities to migrate legacy applications to cost effective Cloud environments.
  • Providing support for tools and platforms are hosted on AWS Cloud or Azure Cloud.
  • Ensuring Agency custom developed mobile apps function properly with the latest mobile device operating systems.
  • Providing support for modernization of the application environment to achieve efficiencies and keep the application portfolio aligned with the business needs of the bureau and Agency.
  • Supporting varying levels of customization and integration requirements, that will vary by application type, due to the nature of development such as custom (in-house), PaaS/SaaS, or COTS/GOTS.
  • Managing the development environment for the testing of new applications and enhancements of existing applications.
  • Complying with Agency's System Development Lifecycle methodology and managing program changes through change control and validating that necessary approvals are acquired through gate reviews.
  • Ensuring development/pre-production environment mimics the production environment including security and network settings to achieve predictability and effectiveness of deploying changes to the production environment.
  • Supporting the delivery of a cost-effective development environments (DEVNET, APPDEV) including on[1]demand setup and timely and decommissioning when the environment is no longer needed.
  • Support continuous integration and deployment by incorporating automated testing during the development phase to improve software code quality, security, and compliance.
  • Maintaining development/test environments to perform code fixes/modifications and to test the changes prior to the deployment to the production environment.
  • Adhering to Agency's Software Development Life Cycle (SDLC) for software development and deployment.
  • Collaborating with the business and systems owners to develop an annual release plan that maximizes the benefit of changes to business services to accommodate business process changes, feature requests, bug fixes, and upgrades to supported technologies and platforms.
*Contingent on Contract Award*QualificationsBasic Qualification:
  • U.S. Citizen; eligible for U.S. Secret Security Clearance.
  • Completed BS/BA with 5 - 7 years, or MS with 3 - 5 years, or PhD with 0 -2 years of experience; four (4) years of direct experience can be substituted in lieu of a bachelor's degree.
  • Experience maintaining and managing application(s) backlog for ongoing government review and development prioritization.
  • Experience using SonarQube for development, continuous integration, and deployment to deliver releases, bug fixes, and enhancements in support of the Agency's Business Services.
  • Ability to develop and maintain application user manuals, Frequently Asked Questions (FAQs), and How To guides.
  • Experience with System Development Life Cycle models (Primarily Agile. Waterfall is possible) as required.
  • Expert level experience in troubleshooting software system-related problems and mitigating software system vulnerabilities.
  • Experience with developing software with cloud security best practices for cloud-native applications.
  • Ability to provide 24x7x365 Tier-3 application support of business service (on-call during non-core business hours).
  • Excellent documentation and communication skills.
Preferred Qualification:
  • Active Secret Security Clearance.
  • Highly self-motivated and adaptable to learning and understanding new technologies.
  • Experience developing within a custom (in-house) and PaaS/SaaS environment.
  • Experience with Infrastructure as Code (IaC),
