Job Title: Software Analyst HBITS Task Order: HBITS-06-14142 Agency: New York State Information Technology Services (ITS) Location: Hybrid (50% onsite) – 1220 Washington Ave, State Campus, Building 5, Albany, NY 12226 Rate: Depends on experience Position Overview: Support the NYS HBITS DMV Transformation as a Software Analyst, leveraging IBM, Microsoft, and OutSystems platforms to drive application modernization and ensure accessibility compliance. Responsibilities:

• Analyze and document existing applications
• Define and communicate software requirements and specifications
• Lead software analysis projects using various tools and techniques
• Create test plans, test data, and evaluate results
• Document changes to functional and business specifications
• Develop user training documentation
• Support user acceptance and system functionality testing
• Ensure accessibility compliance (WCAG 2.2 AA)
• Create technical documentation using standard templates
• Collaborate with testers and project stakeholders

Qualifications:

• 7 years experience gathering business requirements for application development
• 7 years as Lead Analyst using BPM methodologies
• 5 years in software analysis
• 4 years developing test plans
• 4 years facilitating multi-team business requirement sessions
• 4 years experience with Microsoft Visio
• 1 year experience in OutSystems development
• 1 year experience ensuring web accessibility (manual screen reader and keyboard testing)
