Essential Duties And Job Responsibilities
- Review and recommend approval of engineer designs for low hazard dam structures (NRCS small pond MD378) and As-Built plans submissions in accordance with the Code of Maryland Regulations (COMAR) Title 26.17.04.05, Natural Resources Conservation Service (NRCS) MD-378- January 2000 Standards and Specifications for Ponds, and MDE's policies and procedures (as published on the MDE Dam Safety website)
- Prepare correspondence related to small pond reviews
- Interact with local, state and federal departments and engineering consultants
- Provide technical direction to soil conservation staff
- Respond to electronic, telephone and in-person inquiries regarding small pond design requirements
- Assist in developing policies and procedures for submission and review of small pond designs/plans
- Perform other duties as assigned

Qualifications And Requirements
- Bachelor's degree in civil, agricultural, or related engineering discipline from an accredited college or university
- College level coursework or training in the field of hydraulics, hydrology, and/or soil mechanics, or similar coursework supporting their professional experience
- Minimum 5 years engineering work experience in stormwater management, hydrologic and hydraulic modeling, dam breach modeling and hazard classification, hazard creep, geotechnical engineering, and earth dam construction
- Professional experience in the design and construction of Small Ponds in accordance with NRCS' MD 378- January 2000, Standards
- Experience using Natural Resource Conservation Service (NRCS) methods of determining storm rainfall runoff to include National Engineering Handbook 4 (NEH 4), NEH 5, TR-20 and TR-55 and other publicly available engineering procedures
- Maintain current Professional Engineer (PE) license in Maryland, or PE license in another state with ability to obtain MD PE license by reciprocity within 6 months after hire
- Intermediate skills in Microsoft 365
- Possession of a valid automobile operator's license
KNOWLEDGE / SKILLS / ABILITIES:
- Ability to maintain County Soil Conservation District Authorized Driver privileges
- Extensive knowledge of MD 378- January 2000 Pond Standard and MDE Dam Safety guidelines and policies
- Ability to effectively utilize computerized systems and equipment, including word processing and electronic plan review software applications
- Ability to effectively utilize open-source software such as NEH 4 and 5, TR-20, TR-55, Hec-RAS, USB PR HY-8 to facilitate small pond design review
- Ability to calculate drainage areas and identify sensitive areas
- Ability to obtain and maintain applicable certifications and licenses
- Ability to acquire a thorough knowledge of Federal, State, and County rules, regulations, procedures and functions and to apply these to work problems
- Extensive knowledge of and ability to apply the current Maryland Standards and Specifications for Sediment Control
- Proficiency in Natural Resource Conservation Service (NRCS) methods of determining storm rainfall/runoff
- Considerable knowledge of construction materials, equipment, tools, and methods related to the above
- Ability to read and interpret blueprints, plans, cut-sheets and specifications
- Ability to exercise sound technical judgment in the performance of assigned duties
- Ability to develop and maintain effective working relationships with co-workers, contractors, Local, state and federal regulatory departments and agencies, engineers and the general public
- Strong and effective spoken/written (English) communication skills including the ability to write and maintain clear, concise records
PREFERENCE MAY BE GIVEN FOR:
- Work experience providing on site field inspections and reports for pond construction to meet required standards to include concrete, soils and pipe installation
- Work experience preparing or reviewing geotechnical reports flood studies, stormwater management design reports, structural analyses, and dam breach analysis for dams and levees
PHYSICAL REQUIREMENTS / WORKING CONDITIONS:
- While working in this position, the employee is required to frequently sit and walk; occasionally drive; and rarely lift up to 20 pounds
- While working in this position, the employee is required to constantly work indoors; occasionally work outdoors, walk on uneven ground and wear protective equipment; and rarely work in hot temperatures above 100 degrees, cold temperatures below 32 degree, work in a dirty and noisy environment, and work near machinery
