AECOM is actively seeking an experienced and exceptionally talented Siting and Routing Specialist for immediate employment in one of AECOM's Mid-Atlantic offices in the Greater Philadelphia, Pittsburgh, Cincinnati, OH, or Arlington/DC Metro areas. Other locations may also be considered for this position.

The successful candidate will work within an interdisciplinary collaborative environment that provides career growth opportunities within AECOM's Environmental Planning and Permitting (EPP) East Mid-Atlantic team. This position requires the candidate to demonstrate experience in preparing and/or coordinating public utility commission (PUC) filings for Certificate of Public Convenience and Necessity (CPCN) or other state specific filing requirements for electric generation, substation, and transmission activities. This position will also require the candidate to demonstrate their experience and/or knowledge to complete siting and/or routing alternative studies which are utilized by our utility clients for important infrastructure decisions and used within the PUC filing requirements.

AECOM's EPP team works a wide variety of utility clients and projects which include siting and routing studies and public utility commission filing preparation and oversight, public engagement activities, environmental impact studies, environmental field reviews, environmental permitting analysis and support for state, federal, and local permits, GIS analysis and database management, and others related scopes of work. The position will work on projects based in the eastern United States including but not limited to Pennsylvania, New Jersey, Delaware, Maryland, Virginia, West Virginia, Ohio, Indiana, and Kentucky, but opportunities exist to work on projects in the Midwest and West AECOM geographies as well.

The candidate will report to the Environmental Manager in the Conshohocken, PA office, but the candidate may be located in another AECOM office, as listed above. Hybrid/teleworking may be considered based on AECOM's Freedom to Grow opportunities.

The responsibilities of this position include, but are not limited to:

  • Demonstrate experience in eastern public utility applications and filings and client interaction capabilities.
  • Lead siting and routing studies for electric and other utility projects, coordinate with GIS team members for data analysis, assist in the decision process to select preferred routes and sites, author and lead technical reviews of siting and routing study reports, assist in the preparation of public utility commission filings, and attend and lead client meetings and site walkdowns related to siting and routing discussions.
  • Coordinate and lead conversations with governmental agencies (federal/state/local, etc.).
  • Prepare technical reports, data metrics, mapping, and other deliverables related to the siting and routing assessments.
  • Perform technical reviews for quality, technical accuracy, and regulatory accuracy for deliverables prior to submission to our clients or the reviewing regulatory agencies.
  • Lead a team of other AECOM staff including siting specialists, permitting specialists, GIS specialists and other technical staff of varying levels of expertise.
  • Prepare for, plan, and attend in-person and virtual public meetings and assist with content development.
  • Ability to work as a team leader, technical specialist as part of a larger team, or work independently based on project needs.
  • Assisting senior project managers and AECOM leadership with business development activities, including proposals, pre-qualifications, and relationship building with clients and prospective clients.
  • Periodically, work requires extended hours, remotely, night work, and/or overnight travel.

Minimum Qualifications:

  • BA or BS degree in Environmental Science, Geographic Information Systems, Environmental Studies, Geography/Regional Planning, or another related field + 6 years of experience or demonstrated equivalency of experience and/or education.
  • Valid Driver's License and as a condition of employment must be able to pass AECOM's Motor Vehicle Records review.
  • Due to the nature of work, US Citizenship is required.

Preferred Qualifications:

  • 6+ years of siting, routing and public utility commission filing experience, technical writing, data analysis, GIS analysis, permitting and environmental impact assessment experience, and/or team leadership.
  • Experience working with electric utilities and substations, natural gas, solar, hydrogen and/or energy clients.
  • Exhibit an in-depth working knowledge of the overall utility siting and routing processes, public utility regulations and application processes, and a working understanding of the desktop and field review processes which contribute to the siting and routing studies.
  • Technical writing experience specifically in authoring Siting and Routing reports, FERC, ESIA, or NEPA based reports.
  • Experience with ESRI ArcGIS products with a strong understanding of GIS processes and capabilities related to utility siting and routing projects.
  • Experience working in a fast-paced, demanding consulting environment and holds a high degree of self-motivation and team leadership skills.
