Come join the team that provides this service to the United States! As the Site Manager in conjunction with the newly formed United States Space Force (USSF), you will be responsible for tracking all man-made objects in orbit in Diego Garcia, British Indian Ocean Territory (BIOT). This mission is vital for satellite safety and providing critical information for launching new satellites. One of the assets USSF uses to accomplish this mission is the Ground-based Electro Optical Deep Space Surveillance (GEODSS) System.

You'll respond to Government tasking to obtain metric observations of specific objects daily and help maintain the sensors, support equipment, and the facility at Detachment 2, Naval Support Facility in Diego Garcia, BIOT. You will be responsible for the day-to-day operations and maintenance of the GEODSS System. This position is contingent upon your ability to maintain/transfer your Secret Clearance and to obtain a TS/SCI clearance.

In this role, you will:
  • Manage and direct operations, maintenance, and support activities providing 24x7 support for all mission functions at the site.
  • Provide guidance and direction to staff personnel, subcontractors, and all site personnel in executing site operations and maintenance.
  • Monitor daily site activities and performance to ensure all contract requirements are achieved; ensure all required reports are completed and delivered on time.
  • Assist in developing and administering policies and procedures regarding operations, maintenance, and personnel.
  • Support Government conferences, meetings, and performance reviews; maintain open customer communications.
  • Ensure continuous, uninterrupted mission operations and maintenance during all Force Protection and Defense Conditions.
  • Validate and implement training and development of site employees in conjunction with the GEODSS Training Coordinator to ensure personnel maintain technical competence.
  • Participate in System Requirements and Change Management boards.

You will also perform duties as an alternate Information Systems Security Officer (ISSO):

  • Perform computer security assessments and implement required countermeasures; maintain a site mission system and network Cybersecurity program.
  • Execute cybersecurity responsibilities to protect and defend information systems, ensuring data availability, integrity, confidentiality, authentication, and non-repudiation.
  • Protect ISs, their operating systems, peripherals, applications, and data against loss, misuse, unauthorized access, or modification.
  • Ensure all users and ISSOs receive COMPUSEC training.
  • Provide information to update system Assessment and Authorization (A&A) packages.
  • Review TEMPEST packages and provide documentation for updates.
Qualifications

To be successful, you will have:

  • An Active DoD Secret Security clearance.
  • A High school Diploma.
  • 10 years of experience managing complex technical operations, personnel supervision, and 24x7 operations.
  • The ability to successfully pass a medical physical exam prior to travel to Diego Garcia.
  • The ability to travel up to 10%.

Additional desired experience and skills include:

  • A Bachelor of Science in Information Technology, Cyber Security, Computer Science, or related field (desired).
  • DoD 8570 Compliant IAT Level II Certification (Security+ or better).
  • Certifications such as PMI Project Management Professional, ITIL Foundations, and/or Lean Six Sigma are desirable.
  • ISC2 CISSP certification.
  • Experience with Microsoft Windows OS.
  • Experience operating optical sensors is desirable.
  • Knowledge of the space surveillance network and satellite catalog is desirable.
  • Knowledge of RedHat Linux and Tru64 UNIX Operating System.
  • Active Top Secret clearance.
