Overview

This is a 143-bed facility located at 681 Clarkson Avenue Building 8, NY. Provide the safety and the well-being of clients residing in the facility as well as compliance with all rules and regulations. This position assumes the operational management of the facility in the absence of another manager on site and responds to all emergencies. Functions of the job include but are not limited to the duties listed in the job description.

Responsibilities
  • Report to the Program Director, and in their absence assumes charge of the facility.
  • Advise administration of incidents/emergencies that develop.
  • Maintain an orderly and safe environment for all residents, visitors, and employees.
  • Manage the flow of all people entering and leaving the premises.
  • Manage the reception desk at entrance.
  • Supervise Security Officers.
  • Make regular inspections of the building and premises, patrol halls and common areas to comply with established operational procedures, standards and regulations.
  • Respond to and report all unusual occurrences and/or incidents within the time-sensitive guidelines established by DHS and TSA.
  • Ensure all clients comply with the DHS Code of Conduct and client Responsibility.
  • Correspond with the DHS/CARES department to ensure that all vacant units are called into CARES as vacant and ready and accept referrals for new intakes from DHS/CARES.
  • Conduct facility evacuations and periodic evacuations (fire drills as required) and maintain required records of all such drills.
  • Train staff in evacuation procedures and fire drills.
  • Record and report any and all violations of fire codes to administration.
  • Maintain all required environmental standards.
  • Supervise surveillance of the grounds, facility, and any activities of residents to prevent theft, unauthorized entrances, fire, and accidents.
  • Coordinate with housekeeping personnel for bedding, linens, and personal hygiene needs for clients.
  • Coordinate the distribution of emergency food packages/supplies for clients.
  • Attend all required staff meetings, supervisory sessions, and shift briefings from previous and succeeding shifts.
  • Complete all emergency intake forms as required to admit clients when needed.
  • Meditate client disputes and maintain logs of unusual events or activities. Assist in the direct management of client compliance with house rules, curfews, etc.
  • Interface with relevant public service/community entities.
  • Participate in group training sessions in First Aid, CPR, security and surveillance techniques, symptoms, and treatment of alcoholism, substance abuse, etc.
  • Complete all required daily activity census and related operational reports.
  • Assume responsibility for obtaining emergency services as needed.
  • Coordinate use of laundry machines with housekeeping personnel.
  • Participate in client orientation program as required.
  • Participate in all required hearings.
  • Forty (40) hour work week; weekends and evenings may be required.
  • Be available to work different work schedules, as needed, including emergency coverage and flexibility to cover schedule changes to accommodate funding requirements, primarily staff to resident ratio mandates.
Qualifications
  • Bachelor's degree preferred or a HS Diploma with 2 years of Social Services experience. Previous work experience in a human service context with clients.
  • Must be certified in CPR, First Aid, and have obtained the Fire Safety Coordinator's License/F-80.
  • Must have excellent communication skills (both written and verbal), computer skills, and the ability to maintain composure during crisis, emergency situations, and/or behavioral outbursts.
  • Must maintain proper boundaries and professional relationships with clients at all times.
