Position Overview: HDR Engineering, Inc. seeks a Resident Project Representative responsible for leading and supervising a field staff in contract management, administration, and coordination of a mid to large size heavy highway construction project. The ideal candidate will have a strong background in construction management, including residential streets, highways, bridges, utility relocation, water/sewer distribution, retaining walls, stormwater pollution prevention, and related facilities. The role involves exposure to heavy traffic and adverse weather conditions, with the need for quick, clear thinking amidst frequent interruptions.

Primary Responsibilities:

  • Lead and supervise the construction inspection team.
  • Plan, prepare, and analyze construction documents.
  • Manage construction contracts using Site Manager and Laboratory Information Management System (LIMS) software.
  • Supervise the preparation of daily reports for contractor progress payments.
  • Review and analyze contractor project schedules, staging plans, traffic control plans, and other submittals for compliance.
  • Meet regularly with contractors to coordinate work, resolve issues, and address scheduling and compliance concerns.
  • Assign, schedule, direct, supervise, review, and accept work on behalf of the client.
  • Prioritize safety for personnel and the traveling public; oversee contract administration and supervise staff including inspectors, materials coordinators, and office engineers.
  • Monitor contractor compliance with schedule, budget, specifications, and legal requirements.
  • Conduct progress meetings and prepare status reports.
  • Communicate safety policies and procedures to contractors and staff.
  • Identify and act on potential contract changes, conflicts, or ambiguities.
  • Negotiate and resolve contractor conflicts and claims.
  • Conduct field visits to assess construction site conditions.
  • Participate actively as a member of the project delivery team.
  • Preferred Qualifications:

    • PE license or CCM certification.
    • Experience with TDOT construction projects.
    • Ability to interpret construction schedules.
    • Problem-solving skills and solution-oriented mindset.
    • Local candidate preferred.

    Required Qualifications:

    • Bachelor's degree in Engineering, Construction Technology, or relevant experience.
    • At least 5 years of progressive construction experience on multidisciplinary projects.
    • Understanding of contracts, codes, and laws related to construction.
    • Ability to interpret drawings and specifications.
    • Teamwork skills.
    • Proficiency with Microsoft Office, Primavera, or similar software.
    • Excellent communication skills.
