The Center for Population Health Data Science (CPHDS), launched in October 2023, aims to catalyze critical data modernization work and enable the agency to link public health, healthcare, and social services for timely and effective public action. We are working towards making these data more accessible, timely, equitable, meaningful, protected, and actively used. CPHDS seeks to strengthen agency-wide data capabilities by empowering staff, enhancing data sharing, and utilizing modern technology to produce trusted, integrated data and insights. A comprehensive, real-time view of city needs is essential to improve public health actions and health outcomes for vulnerable New Yorkers.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
  • Design and conduct research to enhance public health insights and actions using data scientific methods, especially AI/ML.
  • Serve as a technical leader in modern public health analytics, guiding methodologies aligned with CPHDS and agency goals.
  • Collaborate with data engineers, product developers, and IT to develop and implement public health analytic solutions.
  • Provide technical support for data science and machine learning research and operations.
  • Identify and develop AI/ML methods that incorporate health equity perspectives; promote these through training and reports.
  • Supervise junior data scientists contributing to data modernization, research, and operations.
  • Promote data analytic capacity and best practices via training and consultation.
  • Collaborate with internal and external researchers on various projects.
  • Author reports, presentations, and scientific papers based on analyses.
  • PREFERRED SKILLS:
    • At least 5 years of experience in statistical analyses and research in epidemiology or health sciences, including health equity.
    • High proficiency in Python; experience with deep learning frameworks like PyTorch or TensorFlow.
    • Experience in developing or deploying foundation models.
    • Expertise in data wrangling, analysis, and visualization.
    • Ability to communicate complex technical information clearly to all levels.
    • PhD in a quantitative field preferred.

    City Research Scientist - 21744 Minimum Qualifications

    1. For Level I: A master's degree in physical, biological, environmental sciences, or public health from an accredited institution.2. For Level II and above: A doctorate in an appropriate field plus one year of responsible supervisory, administrative, or research experience; or a master's plus three years of full-time research experience; or equivalent education/experience with at least a master's and two years of relevant experience. Two years as a City Research Scientist Level I can substitute for some experience.

    Note: Appointments are subject to a one-year probationary period.

    NYC residency generally required within 90 days of appointment; certain titles may allow residence in nearby counties after two years.
