The Department of Social Services Accountability Office (DSS-AO) supports the integrity of social services programs administered by the NYC Human Resources Administration (HRA), Department of Social Services (DSS), and Department of Homeless Services (DHS).

DSS-AO manages the Office of Audit and Office of Quality Assurance (OAQA), Office of Compliance and Support (OCS), Investigation, Revenue and Enforcement Administration (IREA), Office of Data Security Management (ODSM), and the Vendor Monitoring Office (VMO).

Within the Office of Compliance and Support, the Accountability Research & Response (ARR) unit conducts complex integrity studies and analyses to document standards of social service integrity and improve delivery techniques through pilot or demonstration programs. These studies involve reviewing large datasets, predictive modeling, geospatial analysis, risk regression models, and quantitative research.

The ARR unit is recruiting for a City Research Scientist III to function as a Senior Research Coordinator. Responsibilities include:

  • Developing statistical and research methodologies for integrity studies.
  • Leading staff in applying modeling techniques, statistical analyses, and qualitative assessments.
  • Guiding socio-economic research related to local, regional, and national economic impacts on service delivery and integrity controls.
  • Providing technical guidance on data utilization, database construction, and sampling.
  • Completing complex projects and implementing pilot programs.
  • Preparing policy analysis reports and commenting on legislation.
  • Discussing research findings with the Director and providing background research.
  • Performing other related duties.
  • Location: 375 Pearl St, New York, NYWork Schedule: Monday to Friday 9 AM - 5 PM

    Minimum Qualifications

    • For Assignment Level I (physical, biological sciences, public health): A master's degree in an appropriate field.
    • For Level II and above: A doctorate with one year of supervisory/research experience, or a master's with three years of research experience, or equivalent education and experience with at least two years of relevant experience.

    Note: Probationary period of one year.

    Preferred Skills

    • Experience in data analytics with SQL, OBIEE, Excel, Python, R.
    • Strong Excel skills and experience handling large, complex datasets.
    • Ability to work in fast-paced environments, excellent communication skills, knowledge of DSS systems, curiosity about program operations.

    Residency requirement: NYC residency within 90 days, with exceptions for certain city employees.

    Additional information on equal opportunity employment and salary range ($95,070 - $109,330).
