The Division of Disease Control's mission is to safeguard the health of New Yorkers through identification, surveillance, treatment, control, and prevention of infectious diseases, which is achieved through varied and interrelated endeavors of its seven Bureaus. The Bureau of Hepatitis, HIV, and Sexually Transmitted Infections' (BHHS) mission is to improve the lives of New Yorkers by ending transmission, illness, stigma, and inequities related to viral hepatitis, HIV, and sexually transmitted infections. BHHS accomplishes its mission through testing initiatives; prevention, care, and treatment programming; epidemiology and surveillance; training and technical assistance; community engagement; social marketing; policy advocacy; and racial equity and social justice initiatives. The mission of BHHS HIV program is to end HIV transmission, promote the health of all New Yorkers with or vulnerable to HIV, reduce HIV-related inequities and combat stigma.The HIV Program ACE (Assess. Connect. Engage.) Team of the New York City (NYC) Department of Health and Mental Hygiene (DOHMH) is responsible for providing partner services to approximately 2000 New Yorkers newly diagnosed with HIV each year, including the identification, tracing, notification and HIV-testing of their sex and needle-sharing partners. ACE staff ensures that all newly HIV-diagnosed persons are linked to HIV clinical care. ACE staff undertake the continuous education of providers and community members about HIV- related laws and regulations and build/maintain structure for timely reporting of HIV diagnosis and linkage to care and services for patients and partners to further curb further spread of HIV. In addition, the HIV program Medical Monitoring Project (MMP) is an HIV surveillance system that selects a representative sample of HIV-diagnosed adults, including those not receiving HIV care, from HIV case surveillance registries in 23 sate and metropolitan areas, including New York City. MMP allows data collection from HIV-diagnosed persons on clinical and behavioral information relevant to clinical outcomes, adherence to antiretroviral and other medical treatments, and relevant data on those who are out-of-care, with the ultimate goal of guiding HIV prevention, preventive behaviors, and service utilization. The HIV Epidemiology program is looking a CRS III to serve as a Senior Program Analyst for the ACE and MMP.Duties Will Include But Not Be Limited ToDevelop programs to utilize HIV Surveillance System data and other internal data sources. This includes matching, merging, and cleaning data to create assignment lists.Design new and efficient forms and databases using approved software while exploring new software to enhance utility.Conduct routine data transfers and quality assurance on interview and medical record data.Regularly review data collection and management functions and procedures to meet ACE and MMP program needs.Create and Maintain SAS programs and data dictionaries for data collection forms.Provide reports and data visualizations for internal and external stakeholders.Address special data requests. Create program tables, slide sets, and assist in preparing analytical datasets.Prepare and contribute to abstracts, manuscripts, and presentations for scientific conferences and peer-reviewed journals.Deliver oral presentations of epidemiologic and operational analyses to diverse audiences, both scientific and non-scientific.Participate in bi-monthly conference calls and attend required trainings.Supervise and train one City Research Scientist II.Advanced SAS, SQL, and VBA (or equivalent) skills.Intermediate to advanced knowledge of REDCap, PowerBI, and Tableau.Experience working with large, complex datasets (example: hospital data, Medicaid, pharma).Experience creating complex databases in MS Access.Prior experience managing large relational databases.Strong analytical skills and knowledge of epidemiological method and concepts.Experience with scientific data collection, interviewing and survey research.Experience with data quality assurance and knowledge of QA best practices.Ability to work with a diverse staff of epidemiologists, analysts, and public health advisors.Knowledge of HIV epidemiology and previous experience in the field of HIV research strongly preferred.Have strong analytical, organizational and communication skills; demonstrated ability to manage projects.Why You Should Work For Us
