This job will be accepting job applications until the position is filled.Annual Salary:$70,542.77 - $80,350.00Department:Planning & Preservation, Urban & Community DevelopmentDivision:ZoningFLSA:ExemptJob Description:This role will perform professional zoning work requiring strong technical knowledge, collaboration, analysis, and problem solving. You will also examine and process building and development plans.Examples of Duties:* Coordinates, organizes, and executes zoning work within the Zoning Division and collaborates with other divisions, departments, intergovernmental agencies, organizations, and the public.* Implements planning principles and zoning ordinances focusing on land use, development standards, and resource protection; including standards that guide development affect housing, transportation, the environment, resiliency, public utilities, and community facilities.* Confers with other professionals regarding City ordinances, policies, land use, and plans.* Prepares agendas, application files, reports, research, maps, and recommendations for boards, commissions, and committees. Delivers formal presentations to applicants, the public, government agencies, and elected officials.* Researches and prepares ordinances for review. Analyzes requirements, identifies problems, recommends potential solutions, and evaluates alternatives. Prepares reports of findings and participates in implementing adopted solutions.* Compiles, analyzes, and summarizes data, presents information, and makes recommendations on zoning and land development issues, facilitating interdepartmental, and outside agency coordination.* Reviews building and development plans for all types of developments for compliance with zoning regulations. Identifies noncompliance on plans and correction sheets, suggesting modifications to bring plans into compliance and providing written comments to applicants.* Reviews and approves plans for new construction, alterations, and renovations for compliance with approved work and issuance of building certificates of occupancy.* Assists applicants with preparation of required documents based on submittal requirements and for zoning compliance.* Conducts site inspections to verify zoning compliance.* Receives and investigates complaints about potential violations of zoning regulations. Issues municipal summons for ordinance violations.* Creates, acquires, and maintains zoning related data and map layers.* Accepts applications for review and approval and maintains an electronic filing system.* Reviews federal, state, and regional statutes, proposed legislation and regulations pertaining to zoning regulations.* Performs and coordinates outreach activities and participates in public workshops; makes presentations to various community groups.* Responds to citizen inquiries regarding city plans and ordinances by explaining policies and/or investigating issues.* Attends meetings, workshops, and training sessions and reviews publications to become and remain current on transportation planning principles, practices, and new developments in assigned work areas.* Provides excellent customer service.* Performs other duties as assigned.Basic Qualifications:* Bachelor's Degree (BA/BS) in Planning or a related field; and two to four (2-4) years of related experience and/or training; or equivalent combination of education and experience.* Valid state issued driver's license.* Thorough knowledge of Microsoft Windows, Outlook, Excel and Word or similar software.* Knowledge of architectural preservation measures and general knowledge of construction methods and techniques.* Design sensibility, and ability to critique architectural design proposals of varying scale.* Ability to read and understand architectural drawings.Preferred Qualifications:* Master's Degree in Planning or a related field.* American Institute of Certified Planners (AICP) certification.Other Necessary Requirements:* May require evenings, weekends, and holidays as scheduled.* In the event of major storms or other emergency situations, this position may be subject to 24-hour shifts or any other emergency schedule that is necessary to meet the City's needs.The City of Charleston is firmly committed to Equal Employment Opportunity ( EEOC) as a fundamental policy to be implemented and observed in our daily operation.
