Job Description :

GTM is seeking an experienced Senior PEO (Professional Employer Organization) Operations Manager to help lead the continued development and growth of our PEO offering. This is a senior-level role that plays a pivotal part in building operational infrastructure, ensuring compliance, enhancing client service, and aligning daily operations with our broader strategic objectives.

In this position, you will work closely with the Vice President of Operations and collaborate with department leaders across Benefits, Risk and Compliance, Implementation, HRIS, and Client Services. You'll be supported by a strong internal team, while taking ownership of the systems, processes, and people that will help scale our PEO offerings.

Key Responsibilities

  • Partner with cross-functional department leaders to oversee and enhance day-to-day operations across payroll, tax, onboarding, and other service areas.
  • Ensure strict compliance with federal and state employment regulations, PEO licensing requirements, and co-employment laws.
  • Lead efforts to streamline operations and enhance service delivery through continuous process improvement and effective use of technology platforms such as isolved and MasterTax.
  • Serve as a senior point of contact for high-value clients, resolving escalations and ensuring long-term satisfaction and retention.
  • Support and oversee client onboarding and implementation processes, ensuring accurate setup of payroll, HR, tax, and benefit services.
  • Deliver system training and support for internal staff and clients post-implementation to ensure optimal use of tools and resources.
  • Guide and support clients in all aspects of payroll processing and related HCM services.
  • Lead, mentor, and develop department leaders and staff, promoting a culture of collaboration and accountability.
  • Contribute to strategic planning and expansion efforts, including multi-state operations and new service offerings.
  • Oversee insurance programs and risk management protocols, including EPLI and Workers' Compensation.
  • Support cross-functional initiatives and collaborate with ASO operations to ensure seamless service delivery.

Qualifications

  • Bachelor's degree in Business, Human Resources, or a related field required; advanced degree or certifications (PHR, SPHR, JD) preferred.
  • 10+ years of experience in PEO operations or a closely related HR outsourcing environment.
  • Demonstrated success in managing and scaling multi-functional teams.
  • Experience supporting PEO growth from start-up through maturity.
  • Strong knowledge of employment law, risk management, compliance standards, and multi-state PEO operations.

Key Competencies

  • Deep understanding of the PEO model, including co-employment principles and regulatory frameworks.
  • Proficient in leveraging technology platforms (e.g., isolved, MasterTax) to improve workflows and service delivery.
  • Strong interpersonal and communication skills for working across departments and directly with clients.
  • Ability to manage complex projects, competing priorities, and deadlines in a dynamic environment.
  • Collaborative leadership style with a commitment to continuous improvement and operational excellence.
