We are seeking a dynamic and strategic-minded individual for a Senior Manager position in the People's Association (PA) Communications Group. You are an effective communicator with about 3 years of experience in a Communications & Engagement, Learning & Development, or a related field. In this role, you will craft targeted messages and develop content to engage both internal and external stakeholders. A significant part of your responsibility will involve planning and implementing learning programmes for PA's communications teams, researching on cutting edge technology in the communications field and developing resources to build communications competencies across the organisation. You will also evaluate the impact of learning initiatives and refine the curriculum to meet intended outcomes.This position offers an excellent opportunity to enhance your versatility as a communicator, allowing you to hone your message-crafting skills for diverse audiences while gaining valuable experience in building communications capabilities within a large organisation.[What you will be working on]
Key duties and responsibilities that need to be performed to meet the primary objective of the job. This will include the important result areas (what) along with the rationale (why).
1. Support the planning and organisation of learning opportunities to enhance the communications capabilities of PA staff, GRLs and volunteers.
a) Conduct learning needs analysis and implement strategies to strengthen the communications capabilities of PA communications teams.
b) Support the development and refresh of training roadmaps and course directories to enable continuous learning across different stakeholder groups.
c) Develop partnerships with training providers and industry experts.
d) Organise courses/workshops, learning events, Community of Practices and other learning opportunities for staff, grassroots leaders and volunteers.
e) Gather feedback on training content and methods and evaluate the effectiveness of the programmes.
2. Assist in the design and development of systems and processes to enhance the operational effectiveness of the communications teams in PA units.
a) Research and source for appropriate learning methodologies, e-learning courseware/platforms and partners who can enhance and accelerate the learning experience of PA staff and volunteers.
b) Develop work processes to guide skills transfer, and help learners apply new skills and knowledge to their workplace. This includes curating best practices across comms teams and designing methods to reinforce learning.
3. Develop engaging content pieces to engage different audience groups
a) Craft targeted messages to engage internal and external stakeholders effectively. Produce impactful content, like learning resources and publicity collaterals, to engage PA communications practitioners.
b) Plan internal marketing campaigns to drive awareness of the team's work.
c) Conceptualise and execute event designs and themes to optimize the experience for target learners.
4. Other duties
a) Effectively utilise and manage operating budgets required for projects.
b) Conduct procurement activities as required, and understand and comply with the procurement requirements of projects.
c) Prepare reports for update to management and stakeholders.
d) Participate in workgroups and other tasks as assigned.
Knowledge & Skills:
- At least three years in service- At least five years in service in a communications and/or engagement role.
- A people-person, with interest in people development.- Good written, oral and presentation skills- Analytical, resourceful with good inter-personal skills- Has a pioneering spirit, enjoys troubleshooting issues and working on productive solutions- Proficiency in English. Knowledge of a second language (Chinese, Malay, Tamil) will be valuable to the team.
