SENIOR INTAKE CASE MANAGER / COURT LIAISON Department: Allen County Community Corrections FLSA Status: Non-Exempt Classification/Level: A7 Date: 02/2023 Under the direction of the Client Services Coordinator, the Senior Intake Case Manager/Court Liaison is responsible for serving the agency as the principal court liaison, with daily court presence and serves as the connection point between the Client Services Division and the Communications Division of Allen County Community Corrections (ACCC). The Senior Intake Case Manager/Court Liaison develops varied relationships with Court officials and staff and facilitates questions and concerns on behalf of the agency. The Senior Intake Case Manager supervises a caseload of potential participants by assigned risk level managing the determination of eligibility, placement, assessment, and assignment of program participants with specialized workgroups consisting of other Case Managers assigned by the Indiana Risk Assessment System (IRAS) Risk Level. This position is not covered as defined by The Board of Commissioners of the County of Allen Employee Handbook. ESSENTIAL FUNCTIONS:
- Serves as one of the agency's primary Court liaisons with the daily assignment of court representation, facilitation of information and/or concerns back to Allen County Community Corrections (ACCC) and/or problem-solve or troubleshoot concerns in Court on behalf of the agency.
- Serves as a connection point between the Client Services Division, ACCC Residential Services Division and the Communications Division, facilitating equipment installations.
- Responsible for providing answers to Judges and Magistrates during court proceedings in regard to participant program eligibility.
- Responsible for following and keeping up to date on all state statutes in determining program eligibility criteria.
- Responsible for following all Senate Enrolled Act 9 requirements which intent is to keep the community safe by protecting victims of violent crimes.
- Responsible for applying state statutes, testimony, court documents when determining eligibility and time to serve on the program.
- Serves as the training officer and subject matter expert for case plans that will originate during the intake process and will facilitate a warm handoff of information/records, Indiana Risk Assessment System (IRAS) assessment and case plan to the assigned case manager.
- Responsible for meeting and consulting with potential program participants, preparing legal documents, distributing informational handouts, answering general questions and explaining program rules and conditions.
- Collect pertinent case details that will contribute to initial case management strategies, such as the formulation of a case plan, and will facilitate a warm handoff of the case to the assigned case manager.
- Represents ACCC at the Allen County Superior and Circuit Courts on a daily basis and files Eligibility Reports in Felony Court.
- Responsible for administering the Indiana Risk Assessment Systems (IRAS) tools including Adult Pretrial, Community Supervision Screener and Community Supervision for the development of an individualized supervision case plan.
- Responsible for supervising multiple Intake staff, which includes conducting on-going performance evaluations, observations, and monitoring adherence to evidence-based practices.
- Responsible for determining if the potential program participants are in compliance of the rules and regulations for Reentry Court, Restoration Court, and Veterans Court in determining eligibility.
- Responsible for potential program participants' background investigation checking criminal history, Indiana Criminal Statutes for Sex or Violent Participant Classifications and Order of Protection and Victim Notification.
- Responsible for being the point of contact for attorneys seeking information about eligibility criteria.
- Responds and documents all telephone and email correspondence from program participants, program participants' families, treatment providers, transitional living facilities and attorneys on caseload.
- Enters program participant data into the computer accurately and completely.
- Oversees and/or conducts group screens for all participants not incarcerated and persons wishing to reside with an incarcerated participant. Ensures participant and other persons in the household complete and sign all required paperwork.
- Prepares and forwards necessary program participant requirements document to counselors and agencies.
- Reviews and processes reports from all referral sources, reviews deficiencies, when necessary, makes referrals to agencies for additional services and imposes monitoring sanctions.
- Conducts observed urine drug tests on a random basis and maintains drug test records.
- Files revocation paperwork with Allen County Superior and Circuit Courts for all felony and misdemeanor participants that fail to complete their intake in the allotted time frame as designated by the Courts.
- Prepares successful and termination discharge paperwork for all program participants.
- Reviews program participants' files for accuracy and completeness prior to the creation of discharge paperwork.
- Determines eligibility and collects all required documentation of Residential Services clients.
- Performs all other duties as assigned, including overtime as required.
- Uses principles of evidence-based practices as a guide in interactions with program participants and in the development of department programs.
- Completes program participants intakes. Maintains current, accurate case files, including classifying participants according to risk based on IRAS results, recording defendant's behavior and compliance with court's order.

REQUIREMENTS:
- Bachelor's Degree in Criminal Justice, Behavioral Science or related field and minimum three years of experience in case management or related experience
- Ability to obtain Crisis Intervention Training (CIT) Certification
- Ability to obtain Criminal Justice Risk Assessment (IRAS) Instrument Training/Application Certification
- Ability to analyze and apply state statutes.
- Knowledge of all local, state, and federal laws applicable to program operations
- The agency subscribes to the National Institute of Corrections' Eight Principles of Effective Intervention (EBP), must be able to complete required Correctional EBP training programs and demonstrate competencies that focus on empirical recidivism risk reduction strategies.
- Strong written and verbal communication skills
- Knowledge of standard policies and practices of Allen Superior and Circuit Courts
- Knowledge of treatment programs and services available to program participants in order to offer referrals to program participants.
- Ability to deal swiftly, rationally, and decisively with potentially violent individuals and precarious situations.
- Strong interviewing skills to investigate, counsel and work with program participants and their families to complete all program requirements.
- Strong supervisory skills to provide intensive case management services and ensure completion of program requirements.
- Ability to maintain strict confidentiality of all department records and information.
- Knowledge of evidence collection and preservation techniques to conduct urine drug screenings.
- Strong computer skills with the ability to use Microsoft Office and other job-related software.
- Ability to work at either ACCC location.
- Knowledge of evidence-based principles and practices.
DIFFICULTY OF WORK: The Senior Intake Case Manager/Court Liaison is required to have comprehensive knowledge of all eligibility and program guidelines of Allen County Community Corrections (ACCC), working knowledge of all court procedures including scheduling, hearing protocols and correspondence, in accordance with legal requirements and generally applicable guidelines, exercising judgement to effectively assess, evaluate and work with clients and participants. Careful consideration is needed for unique situations and a variety of complex and significant circumstances and choices. RESPONSIBILITY: The Senior Intake Case Manager/Court Liaison is responsible for providing substantial contributions when working autonomously as an agency representative to the courts. Purpose and desired results are known, and some unusual cases and circumstances are discussed with supervisors. Work is reviewed for completeness, soundness of judgement and compliance with laws and regulations. PERSONAL WORK RELATIONSHIPS: The Senior Intake Case Manager/Court Liaison maintains frequent communication with other County employees, program participants, officials from various governmental and social service agencies and members of the general public regarding the coordination of reentry of serious and violent felony program participants. WORKING CONDITIONS: The Senior Intake Case Manager/Court Liaison works in an office setting and maintains frequent contact with program participants who have been convicted of various misdemeanor and felony offenses and may be dangerous, violent and/or abusive. There is some standing and walking with very frequent sitting. Frequent mental/visual effort, attention to detail, detailed inspection and typing are to be expected. SUPERVISION: The Senior Intake Case Manager/Court Liaison directly supervises up to eight subordinate employees.
