POSITION DESCRIPTION:Pioneering Evolution is seeking an Senior FMS Analyst Lead who oversees a team of SMEs supporting SC/Security Assistance (SA) programs to advance U.S. foreign policy and security goals. Areas of support include FMS, FMF, BPC, international engagement, and cooperative agreements.

KEY RESPONSIBILITIES:

  • Support the full FMS lifecycle from pre-LOR through delivery.
  • Lead PAPM initiatives, manage teams in international engagement, policy, and FMS analysis.
  • Collaborate with USN and foreign partners to refine requirements and resource planning.
  • Close allied capability gaps via cross-SYSCOM coordination and leveraging international agreements.
  • Advise on Technology Security and Foreign Disclosure, using expert-level SC knowledge and Navy policy.
  • Interpret and apply DoD/Navy/NIPO policies to shape LORs, LOAs, Mods, and Amendments in alignment with the SAMM.
  • Review NAVSEA 01C SSCO policy updates and assess impacts.
  • Engage in FMS acquisition strategy with embassies and foreign reps to guide case execution.
  • Maintain FMS schedules and support delivery to meet IYNDs.
  • Use systems (DSAMS, MISIL, DIFS, SCIP) for case development and execution.
  • Draft correspondence and support action item resolution.
  • Coordinate with DoD, PARMs, IPTs, vendors, and field activities to manage country-specific needs.
  • Track program metrics and propose improvements.
  • Contribute to Navy foreign military sales, ensuring adherence to disclosure/export laws.
  • Manage contract deliverables (reports, reviews, events) and review Transportation Plans.
  • Support travel as needed for mission requirements.
  • Develop LOAs, Mods, and Amendments. Serve as SME for Security Assistance performance/metrics (e.g., CEPT, Annual Reviews).
  • Provide case manager support in budget tracking, deliverables, and reviews.

REQUIRED EXPERIENCE:

  • Bachelor's Degree or equivalent.
  • 7–10 years FMS experience.
  • 10+ years in Navy acquisition (NAVSEA preferred).
  • 5+ years in DoD international programs (Navy preferred).
  • Expertise in DSAMS for case development and updates.
  • SAMM application to SC/SA programs.
  • Skilled in action tracking, correspondence, schedule management, and coordination.
  • Proficient in DSAMS, MISIL, DIFS, SCIP.

DESIRED EXPERIENCE:

  • Prior support to Navy, NAVSEA, or PEO USC programs.
  • Familiarity with NAVSEA's NJEPS.
  • Experience with Defense Transportation System entities (USTRANSCOM, SDDC, AMC, MSC).
