Under general direction, provides daily oversight and guidance to the Land Development function of the Utilities and Engineering Department. Oversees and coordinates the review and approval of private development projects to ensure compliance with applicable engineering standards, codes, regulations, and City policies. Provides professional support to internal and external stakeholders. Performs complex and advanced professional engineering work related to land development review and permitting. The position requires commitment to excellent customer service and working in a team-oriented environment. Performs related duties as assigned.
Duties may include, but are not limited to, the following: Plan, manage, and oversee the daily functions, operations, and activities of the Utilities and Engineering's Land Development unit; supervises the work of, provides guidance to, and trains assigned staff in work procedures; evaluates staff performance, recommends improvements and/or modifications and prepares written reports of work activities and field issues. Plan, supervise, and coordinate the review of development applications, including tentative and final subdivision maps, grading and improvement plans, lot line adjustments, and other entitlement documents. Perform professional and technical-level work for the inspection and construction administration of development improvement projects for City infrastructure, such as but not limited to streets, parks, stormwater and flood control facilities, and water and wastewater pipelines. Oversee engineering plan check processes and ensure compliance with City standards, codes, ADA, and stormwater regulations (e.g., NPDES). Coordinate with Planning, Building, Public Works, and external agencies to ensure efficient and comprehensive development project review. Provide technical guidance and engineering conditions of approval for entitlement documents and development proposals. Participate in Site Plan Review (SPR) meetings; provide engineering analysis and recommendations. Interpret and apply land development policies, ordinances, and standards; recommend updates to City standards and specifications to improve the quality of services; confer with engineering and inspection staff regarding possible changes to plans and problem resolution. Conduct meetings with developers, engineers, architects, contractors, utility providers, and the public to explain requirements and resolve issues related to land development projects. Prepare technical reports, correspondence, and staff reports for public meetings and City Council presentations. Supervise and mentor assigned staff, including plan reviewers and inspectors; assign and evaluate work; provide training and development. Oversee the processing and issuance of encroachment and grading permits. Review and approve engineering estimates, improvement securities, and bond releases for land development projects. Review construction plans, specifications, traffic control plans, encroachment permits, contractor materials submittals, phasing plans, and other relevant documents affecting assigned projects prepared by staff, consultants, other agencies, contractors, and the public for conformance with codes and agency standards. Plan and oversee the daily activities of staff and construction activities of private development and encroachment permit issued construction projects. Participate in the preparation and administration of budgets and consultant agreements related to land development. Perform field inspections as necessary to verify conformance with approved plans and applicable regulations. Manage consultant contracts related to land development engineering and special studies. Maintain records, files, and documentation related to project review, approval, and construction. Using the principles of good customer service, build and maintain positive working relationships with co-workers, other City employees, and the public. Knowledge of civil engineering principles related to land development, project conditioning, easements and dedications, development standards, assessment districts (CFDs, L&Ls), infrastructure design, cost estimating, construction, and inspection of a wide variety of civil infrastructure systems and facilities. Construction practices, procedures, methods, materials, equipment, and supplies as applicable to the construction of City infrastructure, such as streets, parks, stormwater and flood control facilities, traffic and transportation, and water and wastewater pipelines. Applicable federal, state, and local laws, rules, regulations, and procedures relevant to assigned areas of responsibility. Principles and practices of project budget development, administration, and monitoring. Local, state, and federal laws and regulations, including CEQA, Subdivision Map Act, stormwater/NPDES, and ADA Techniques for reviewing and evaluating complex engineering plans, calculations, and technical reports. Project and program management techniques, including budgeting, scheduling, and performance metrics. Modern office practices and equipment, including engineering software such as Bluebeam, AutoCAD, GIS, and permitting databases. Principles and practices of effective supervision, training, and performance evaluation. Methods of public engagement and communication strategies for development projects.
Ability to manage a professional engineering program focused on land development review and compliance. Interpret, apply, and ensure compliance with applicable codes, regulations, and technical documents. Coordinate private development projects with the City's Capital Improvement Program Plan, organize, assign, coordinate, supervise, and evaluate the work of assigned staff and train staff in work procedures. Communicate clearly and concisely, both orally and in writing, to technical and non-technical audiences. Analyze complex problems, programs, or policies; identify alternatives, and recommend and implement effective solutions. Effectively represent the City in meetings and interactions with developers, contractors, residents, and other agencies. Respond to complaints or inquiries from citizens, staff, and outside organizations. Prepare clear, effective, and accurate reports, correspondence, and other written materials. Maintain accurate logs, records, and written records of work performed. Independently organize own work, set priorities, and meet critical time deadlines. Use tact, initiative, prudence, and independent judgment within general policy and legal guidelines.
Any combination of experience, training, and education which would provide the required knowledge and abilities is qualifying. A typical way to obtain the required qualifications would be: Experience: Five years of increasingly responsible professional civil engineering experience with a focus in land development. CIP project management experience and at least one year of supervisory experience, preferably in a municipal government setting. Experience using civil engineering software such as Bluebeam, AutoCAD, and GIS. Education: Equivalent to graduation from a four-year college or university with major coursework in civil engineering, construction management, or a closely related field. License and Certificate Possession of an appropriate, valid California driver's license. Certification in project management (PMP), Certified Construction Manager (CCM), OSHA, ADA, Quality Systems Director (QSD), or a related field is desirable. Registration as a Professional Civil Engineer in the State of California is highly desirable.
The application screening will involve a competitive evaluation of relevant education, training, and work experience, followed by a written examination and/or an interview before an Oral Board to identify the most qualified candidates. Meeting the minimum qualifications does not guarantee applicants an interview, and the screening committee's decision is final. Candidates deemed eligible for appointment to the position will be placed on the City's Certified Eligibility List. Applicants will receive written notification regarding the results of all phases of the recruitment process leading up to the establishment of the Eligibility List, if applicable.
Public Employees' Retirement System (PERS): The City provides the PERS retirement program: 3% at 60 for Classic Members. 3% Annual Cost-of-Living Allowance Increase, 12-month final compensation period, Sick Leave Credit. 2% at 62 for New Members. 3% Annual Cost-of-Living Allowance Increase, Sick Leave Credit. Management Leave: 64 hours of Management Leave, which may be taken as time off. An employee may also cash out their Management Leave or convert their payout to deferred compensation. Holidays: Twelve specific holidays, plus two floating holidays. Paid Holiday Closure: City offices (where possible) will be closed Christmas Eve through New Year's Day. Vacation: Vacation leave starts at 11 days annually, increasing to 20 days based on time in service. Sick Leave: Sick leave accrual of 12 days per year with unlimited accumulation. Longevity: Upon completion of ten consecutive years of service with the City of Hanford, employees shall receive an additional five percent (5%) above their base wage in recognition of longevity (longevity pay based on cumulative years of service at another public entity [State, County or City municipality] in a management and/or technical level position).
