Work Days/Hours: Mon-Fri 8 am -5 pm (40 hrs per week)

This position provides multimodal transportation engineering functions for the City of Durham. This is accomplished by providing project management support for the Department's Traffic Operations and Transportation Engineering Divisions. The Traffic Operations Divisions is responsible for the installation and maintenance of traffic signals, traffic signal systems, traffic control signs, and pavement markings. The Transportation Engineering Division provides transportation engineering functions, manages transportation safety and Vision Zero initiatives, and prepares and analyzes transportation studies.

In addition, this position provides engineering support for a variety of transportation facilities/projects as well as review of public and private development projects. Decision-making includes selecting the method to address a problem or issue, subject to the constraints established by management objectives and direction. As assigned, work may include providing professional engineering work in the design, management and/or coordination of multimodal transportation solutions (streets, bike lanes, transit and sidewalks) and traffic operations systems.

The Transportation Department supports work-life balance through flexible work options. This position is eligible for a hybrid work schedule, allowing for up to two days of remote work per week.

Duties/Responsibilities

  • Manages projects, programs, and assigned department operations; develops and administers contracts; develops operational policies and procedures; establishes project and unit goals; develops project scope, budgets, and schedules; and improves safety and operational processes.

  • Performs data analysis; conducts engineering studies; recommends and implements engineering and safety solutions; and tracks post-implementation project progress and requirements.

  • Performs field inspections and monitors operations to ensure compliance with safety and other applicable regulations, policies, and procedures.

  • Performs supervised engineering work in planning, design, construction, contract development and coordination of projects requiring independent evaluation and analysis of issues and the exercise of judgment.

  • Prepares, reviews, and analyzes engineering plans and bids, drawings, reports, contracts, agreements, presentations, specifications, request for proposals/qualifications, and other documentation; coordinates the review of and/or reviews design submittals from internal and external staff; develops technical specifications; and maintains records, logs, and databases.

  • Assists with the coordination of and/or attends public meetings; provides technical expertise and consultation to City departments and external agencies.

  • Works with field teams and community members (both orally and in writing) to identify engineering needs, and develops appropriate methods for communicating with the community.

  • Designs, implements, and evaluates special projects; may create drawings and plans as required.

  • Coordinates on projects with other engineers and agencies.

Minimum Qualifications & Experience

  • Bachelor's degree or equivalent in engineering, construction project management, or a directly related field

  • Five years of related engineering and/or project management experience.

  • Must have a valid, unrestricted, North Carolina driver's license or if you currently have another state driver's license, must be willing and able to obtain a valid NC driver's license within 60 days of hire

Additional Preferred Skills

  • Engineer Intern Certificate (or greater)

  • Experience with municipal codes, policies, procedures

  • Knowledge of GIS

  • Excellent writing skills
