SUMMARY DESCRIPTION Under direction, provide management for City capital improvement projects and a high level of engineering related to public and private project development including the application of City requirements and other regulations; perform a variety of the most difficult and complex professional office and field engineering work; prepare and/or review plans, designs, and specifications for a variety of City and private development projects; review work prepared by outside consultants; prepare engineering and planning reports; provide project direction, work coordination, and training for professional, paraprofessional, and technical engineering, planning, and building staff; and do related work as required. DISTINGUISHING CHARACTERISITICS This is the highest experienced registered level classification in the professional engineering class series. Positions provide project planning and management for City capital improvement projects and for City land development processes and work direction for other engineering and planning support staff. The Senior Engineer also performs a wide scope of the most complex professional office and field engineering work. This class is distinguished from Associate Engineer by the breadth and scope of project management, land, and site development responsibilities, as well as responsibility for performing the most complex professional engineering work. REPORTS TO City Engineer or designee. CLASSIFICATIONS SUPERVISED Provide project management, direction, and training for Assistant/Associate Engineer and Engineering Technicians. Examples of DutiesREPRESENTATIVE DUTIES The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Perform a variety of project development and coordination assignments; perform project development for public and private projects and oversight for assigned City capital improvement projects and develop and propose solutions to complex engineering problems. Provide work direction, coordination, and training for technical, professional, and paraprofessional engineering and planning staff. Design, prepare, and/or evaluate preliminary and final plans and specifications for a variety of street, drainage system, water and wastewater treatment facilities, airport, and other capital and private improvement projects, requiring professional engineering expertise. Serve as a resident engineer, performing contract and subdivision administration, construction inspection, and project administration. Ensure that contractors meet proper standards, specification requirements, cost controls, and time requirements. Approve change orders and progress payments. Perform various studies including foundation and hydrology studies and traffic studies. Collect, organize, summarize, and analyze a variety of technical engineering data; research data and provide consultation to engineers and contractors; and develop data for the acquisition of right-of-way. Prepare grant proposals and administer grants. Perform engineering reviews of environmental impact reports. Oversee and administer subdivision processes; prepare evaluations and approval conditions for subdivisions and other land development projects. Review and evaluate maps and improvement plans, and provide structural reviews for buildings. Perform field surveys; use a computer to reduce survey data. Perform engineering calculations and prepare engineering cost estimates. Review laboratory reports and analyze the quality and compliance of materials. Review applications and approve the issue of permits. Receive public inquiries regarding City engineering standards; provide a variety of technical advice to the public and other agencies. Represent the Engineering and Development Services Departments in meetings with contractors, engineers, developers, property owners, attorneys, and representatives of other public agencies. Perform related duties as required. Assist the City Engineer or Planning Manager with department administrative functions. Provide project management, work coordination, and training for professional, paraprofessional, and technical engineering and planning support staff. Perform a wide scope of the most professional engineering work in the preparation of plans, designs, and specifications for public works and city facility development, construction, and maintenance. Prepare, review, interpret, analyze, and modify engineering plans, drawings, specifications, contract documents, and engineering and planning reports for conformance to professional standards and approved budgets. Conduct engineering reviews of designs, plans, and specifications prepared by others. Gather, organize, analyze, and present a variety of technical engineering and statistical data. Perform construction project administration, ensuring compliance with plans, specifications, and contracts. Perform engineering computations and calculations. Prepare and manage project budgets. Maintain detailed project management records and documentation. Prepare clear and concise administrative and technical reports. Interpret and apply pertinent Federal, State, and local laws, codes, and regulations. Negotiate with citizens, property owners, businesses, and other agencies. Manage the work of outside consultants. Safely and effectively operate engineering tools and equipment. Conduct analytical traffic studies accurately and reliably. Respond to questions and inquiries from a variety of sources regarding engineering and development projects. Coordinate activities with internal and external agencies and committees. Use and care of engineering, surveying, and drafting instruments and equipment. Effectively represent the Engineering and Development Services Department in contacts with the public, other City staff, and other government agencies. Use a computer and appropriate software in professional engineering and administrative work. Operate office equipment including computers and supporting word processing, spreadsheet, and database applications. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Education/Training: A Bachelor's degree from an accredited college or university with major course work in civil engineering or a related field. Experience: Five years of increasingly responsible professional engineering experience in the planning, development, construction, and maintenance of public and private projects at a level comparable to Associate Engineer with the City of Merced. License or Certificate: Possession of an appropriate California Driver License. Possession of a valid certificate of registration as a Professional Civil Engineer issued by the California State Board of Registration for Civil and Professional Engineers.
