This role plays a key part in identifying project opportunities, analyzing drawings and specifications, and coordinating with subcontractors and internal teams to develop winning proposals. The ideal candidate has a strong background in heavy civil work—including site development, earthwork, utilities, and paving—and thrives in a fast-paced, deadline-driven environment.

Key Responsibilities:

  • Lead the takeoff and pricing of scopes such as grading, excavation, stormwater, sewer, water, concrete, and roadwork.
  • Solicit and evaluate subcontractor and supplier quotes; ensure coverage and competitiveness.

  • Attend pre-bid meetings, site visits, and perform site condition assessments.
  • Identify risks, constructability issues, and value engineering opportunities.
  • Prepare clear, organized bid proposals, cost breakdowns, and supporting documentation.
  • Track market trends, material pricing, and labor rates to keep estimates current and competitive.
  • Mentor and support junior estimators and contribute to continuous improvement of estimating processes and systems.

  • Bachelor's degree in Construction Management, Civil Engineering, or related field preferred; equivalent experience considered.
  • 7+ years of estimating experience in civil construction required.

  • Proficiency with estimating software (e.g., HCSS HeavyBid, Agtek, or similar) and Microsoft Excel.
  • Strong math and analytical skills; attention to detail is a must.
  • Excellent communication and negotiation skills.
  • Ability to manage multiple bids under tight deadlines and work independently.
  • Strong understanding of DOT standards and public bid procedures is a plus.
  • Valid driver's license and ability to travel to project sites as needed.
