The County of Riverside Department of Waste Resources has an opportunity for a Senior Civil Engineer to join the Engineering and Operations Division located in Moreno Valley.

The Senior Civil Engineer is the supervisory level classification in the registered civil engineer series and reports to an appropriate manager level position. The classification requires registration as a Civil Engineer by the State of California Board for Professional Engineers, Land Surveyors, and Geologists. Incumbents are responsible for a specific unit or team engaged in permitting, engineering, construction, and landfill operations. The role demands high technical proficiency, planning skills, supervision, training, and staff evaluation.

The Department is divided into three divisions: Engineering & Operations, Environmental, and Administration. Current job openings are in the Engineering & Operations Division.

This position offers a flexible schedule with telecommuting options after training, at the department's discretion.

Meet the Team!

The Department manages five non-hazardous landfills, contracts with private landfills, and oversees transfer stations, serving diverse geographic and climatic regions. It ensures a minimum of 15 years of disposal capacity, with a focus on regulatory compliance, innovative landfill projects, and community services like hazardous waste collection, recycling, and cleanup efforts. The department employs over 200 staff, including 20 engineers (9 registered), and maintains a budget of approximately $157 million.

Responsibilities include:

  • Planning, organizing, and reviewing engineering projects related to public works and landfills.
  • Supervising engineers and technicians, designing, and preparing technical documents for construction and maintenance projects.
  • Preparing regulatory compliance reports and permits.
  • Overseeing landfill operations, ensuring safety and regulatory compliance, and maintaining relationships with regulators.
  • Coordinating with other departments and agencies, supervising complex engineering work, and managing outside consultants.
  • Designing and managing landfill expansion, closure, and infrastructure projects, including earthwork, hydrology, stability, liner systems, and stormwater BMPs.
  • Managing construction budgets, overseeing project inspections, and enforcing standards.
  • Providing staff development, recruitment, and training.
  • Administering major projects and compliance programs related to groundwater, gas monitoring, leachate, and energy projects.

License: California Civil Engineer registration required.

Experience: Four years of civil engineering experience, with two years in pollution remediation, landfill planning, or plan review. Preferred experience includes landfill engineering and supervisory roles.

Knowledge: Principles of engineering related to landfills, environmental monitoring, standards, and management practices.

Ability: Lead engineering teams, perform complex calculations, prepare plans and reports, and establish cooperative relationships.

Other Requirements: Valid California Driver's License may be required.
