The Frederick County Division of Aging and Independence has been providing services and programs to older adults and their families for over 40 years. POSITION DETAILS:

Exempt; full-time; 40 hours per week; Monday-Friday; varied hours between 8:30a.m.-5:00p.m., and may include evenings and weekends; full benefits

This position is responsible for planning, developing and supervising a comprehensive program of activities for persons who attend a Frederick County Division of Aging and Independence Senior Center. Supervision and/or directionmay be given to the Senior Center Assistant, Instructors, and Volunteers, as well as other staff as appropriate. Supervision is received from the Home and Community Connections Director.

NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. For external hires, offers are made at the base wage rate.

  • Develop, plan, promote, implement and evaluate the Center's programs, activities and special events
  • Adjust the programs as needed based upon the Interests, capacities and needs of the persons who attend the Senior Center
  • Recruit, assign and supervise volunteer personnel serving the Center in coordination with the Volunteer Coordinator
  • Contribute to the joint programming of senior center and other programs and services within the DAI as well as external partners
  • Assist in developing a public relations/marketing program
  • Recommend policy and program changes to improve Center operations in response to evolving community needs
  • Assure that the maintenance and upkeep of the Center are in accordance with County fire and life safety codes as well as health and sanitation regulations
  • Assure virtual platforms are in compliance with Frederick County Government requirements and guidelines
  • Meet with groups and individuals who utilize the Center, encourage them to participate in program planning and assign them leadership roles in carrying out various activities
  • Maintain accurate records and files for submission with State and Federal reports and project grant applications
  • Enter and maintain client data, units of service and other information to assure accurate reporting for department, division, county, state and federal reports
  • Oversee cash handling policies and procedures according to division guidelines
  • Facilitate congregate dining as appropriate
  • Operate a Division of Aging and Independence vehicle, as needed
  • Transport participants to/from their homes, on trips, and distribute home-delivered meals, as needed
  • Coordinate activities and events with other senior-oriented agencies and organizations in the area
  • Perform other related duties as required

The qualifications/requirements, knowledge/skills/abilities and physical requirements or working conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

  • Bachelors degree in Social Work, Recreation, Gerontology, Health or a related field
  • Minimum 2 years work experience in human services which includes 1 year work experience with older adults
  • Minimum 1 year work experience using computerized systems, including internet, email, databases, andvirtual platforms
  • Possession of a valid automobile operator's license

NOTE: A combination of relevant education and experience may be counted towards the overall requirements of the position

KNOWLEDGE/SKILLS/ABILITIES:
  • Ability to maintain County Authorized Driver privileges
  • Ability to become CPR/AED certified within 90 days of employment
  • Knowledge of health and sanitation guidelines relevant to food service
  • Knowledge of facility safety/maintenance, and risk management practices
  • Ability to effectively access and use computerized systems and equipment including Zoom and Teams
  • Ability to set up/breakdown furniture, equipment and supplies for classes, presentations and special events
  • Ability to develop and maintain effective working relationships with persons who are older and/or disabled, as well as co-workers, volunteers, and instructors, community groups, and the general public
  • Ability to work independently and/or with minimal supervision at various locations and times
  • Ability to work with sensitive, personal information and maintain confidentiality
  • Develop programs with consideration for the needs and priorities of elderly persons, while working within the constraints of a fixed annual budget
  • Ability to effectively organize work, make independent decisions, determine priorities and complete assigned duties with minimal supervision
  • Ability to effectively supervise, plan, schedule, and direct the work of others
  • Ability to creatively problem solve and assist consumers with a variety of concerns, needs, and abilities on a daily basis
  • Ability to develop and manage programs within the constraints of a fixed annual budget, including cost-benefit analysis, prioritization of services, and resource optimization to ensure sustainability and impact.
  • Strong and effective spoken and written (English) communication skills including public speaking skills, accurate clerical skills and the ability to effectively prepare and maintain statistical reports, program information, and departmental files
  • Understanding of how to design and implement programs that reflect the unique needs, preferences, and priorities of elderly individuals, including considerations for accessibility, social engagement, health, and independence.
  • Familiarity with setting up and operating webcams, microphones, and other peripheral devices, as well as resolving common connectivity and access issues to ensure smooth virtual interactions
PREFERENCE MAY BE GIVEN FOR:
  • Certification as an Activity Director from the National Certification Council for Activities Professional (NCCAP) or similar accreditation body
  • Coursework in Gerontology
  • Secondary language skills in Spanish, ASL, or other language
  • Minimum 1 work experience planning and/or leading activities in a Senior Center
  • Possession of CPR/AED certification
PHYSICAL REQUIREMENTS/WORKING CONDITIONS:
  • While working in this position, the employee is required to constantly sit and walk; frequently push up to 40 pounds; occasionally climb, lift up to 20 pounds, reach, perform repetitive motions; rarely lift between 20-50 pounds, push over 40 pounds, pull up to and over 40 pounds and drive.
  • While working in this position, the employee is required to constantly work indoors; occasionally outdoors, walk on uneven ground; rarely in hot (above 100 degrees) and cold (below 32 degrees).
  • Available for varied schedule as needed for special activities or assignments
  • Ability to provide own transportation for meetings, presentations, trainings and other commitments
  • Required certifications must be maintained throughout tenure of employment
