The Bechtel Renewables team is to deliver the project management, engineering, procurement, construction, startup, and testing services for a utility-scale PV solar project, located near the town of Tivoli in Refugio County, Texas. When completed, the project will span more than 3400 acres and generate up to 495 MWdc of power from approximately 850,000 highly efficient bifacial solar modules. The project is awaiting Final Notice to Proceed. This position is contingent upon that final award.

Job Summary:

In this role, you will oversee the development and preparation of purchasing commercial pro-forma forms, including legal and commercial terms and conditions. You will lead the development of purchasing procedures, planning, and forecasting of purchasing staff. You will direct negotiations, solve problems, and communicate with suppliers to ensure compliance with purchase order requirements and achieve the required service to meet project needs.

Major Responsibilities:

• Supports the development of project master purchases pro-forma forms, including legal and commercial terms and conditions to be included in purchase documents for project commitments.
• Prepares, maintains, and monitors project bidder's lists, ensuring input is received from all procurement functions and other operational groups.
• Forms, issues, and administers purchase orders.
• Participates in the negotiations in the commitment of purchases, following review and approval of the proposed negotiating plan by the designated supervisor.

Education and Experience Requirements:

• Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience.
• Previous 5+ years of experience in pre and post award of Purchase Orders and contracts.
• Previous experience with procurement of high voltage equipment preferred.

Required Knowledge and Skills:

• Experience in purchasing, contract drafting (with legal support as required), administration and negotiation of change orders, effective correspondence, planning and scheduling.
• Working knowledge of purchase order administration, home office and field procedures and documents relating to multi-discipline construction projects.
• General knowledge of engineering/construction industry contracting, purchasing, and material management practices, applicable government and commercial regulations and practices, and industry policies, procedures and work practices.
• Possesses experience and knowledge of project purchasing and PO administration activities.
