ABOUT THE JOB DETAILS:

The Payroll Division is an oversight division within the Office of the State Controller, responsible for coordinating and controlling payroll activities for all branches of state government. The division aims to enhance payroll management, provide technical assistance, and facilitate payroll and personnel needs within legal parameters.

Knowledge:

  • Knowledge of state payroll and personnel laws, rules, and regulations.
  • Knowledge of payroll and personnel principles and practices.
  • Knowledge of Civil Service law, rules, and procedures.
  • Knowledge of the Fair Labor Standards Act (FLSA).
  • Knowledge of large-scale systems such as HR/Payroll, Time and Attendance, Data Analytics Tools.
  • Proficiency in Excel and data analysis.
  • Ability to plan and supervise staff activities.
  • Effective oral and written communication skills.
  • Ability to develop and recommend modifications to HR/payroll systems and policies.
  • Ability to provide guidance and technical expertise to lower-level staff.

WHAT WILL YOU DO?

This position is a key member of the payroll division, overseeing statewide personnel programs, system upgrade testing, and supervising payroll activities in the manager's absence. It may also involve supervising specific division activities.

  • Support personnel and payroll business customers using analytical thinking.
  • Manage time effectively and adapt to business needs.
  • Provide data analysis for department leadership.
  • Research, analyze, test, and recommend improvements to systems and procedures.
  • Conduct operational reviews of new software and systems, and train staff for smooth implementation.
  • Participate in developing and implementing agency information system policies to ensure efficiency, integrity, and disaster recovery.
  • Manage special projects to maximize utilization and efficiency.

This role requires professionalism, the ability to work independently or in teams, and a collaborative attitude.

MINIMUM QUALIFICATIONS

An Associate's or Bachelor's Degree, or equivalent education and experience in payroll administration in the public or private sector.
