The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.Information Technology Services (ITS) is DSS's technology services organization. ITS mission is to support the daily, emergent, and long-term needs of both agencies. ITS creates and enhances the technology infrastructure and computer applications that support HRA and DHS and develops applications, including a variety of client eligibility and recertification systems, case management systems, housing systems, employment/work engagement services, revenue producing computer matches, claiming systems, and personnel systems.Information Technology Services (ITS) is recruiting for one (1) IT Project Specialist, to function as Senior Application Developer/Project Specialist, who will:- Be responsible for the design, development, and maintenance of object-oriented web and windows-based systems using .Net, MVC, Angular and low code application platforms for the agencyapplication.- Create and maintain the multitier web application software solution's software architectureconceptualization, design, and implementation.- Create, use and maintain CI/CD Pipeline in Azure DevOps platform for. Agency software applicationssoftware development life cycle.- Create application programing interfaces (APIs) using web technologies to integrate with agencyapplications and shared services.- Create database stored procedures, functions, packages, and triggers application in MS SQL orOracle relational databases.- Utilize secured software methodologies to develop and maintain software security compliance.- Prepare project plans detailing the necessary tasks and schedules, provide the status of assignedprojects on written reports or at meetings and develop technical reports for users that provide anoverview description of the proposed computer system.Hours/Shift:Normal Business HoursIT PROJECT SPECIALIST - 95710

Minimum Qualifications

1. A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or4. Education and/or experience which is equivalent to 1 , 2 , or 3 above.

Preferred Skills- Extensive experience in web and windows-based software development using Agile methodologydesigning and developing multi-tier software solutions.- Ability to communicate with users, oversight agencies and other ITS Units and to complete assignedwork under general direction analyze, design and document applications that meet user or agencyrequirements and the ability to resolve difficult technical issues.- Extensive and demonstrated knowledge of MS. NET technologies and related software developmentand management tools.- Extensive experiences in leading and managing application development group engaged in .Nettechnologies and related software development, version control platforms and tools, such as AngularJS, MVC, .NET Core, C#, Node JS. jQuery, bootstrap, MSSQL, Oracle etc.- Experience in development of database related development tools like SQL Developer or TOAD.Public Service Loan ForgivenessAs a prospective employee of the City of New York, you may be eligible for federal loan forgiveness programs and state repayment assistance programs.
