Job Summary: The Senior Accountant/Financial Analyst is responsible for performing complex accounting duties, preparing financial reports, conducting detailed financial analysis, and assisting with budgeting processes for the municipality. This role ensures compliance with governmental accounting standards and provides critical financial insights to support operational efficiency and strategic planning. Key Responsibilities:
- Financial Reporting & Reconciliation:
- Prepare and analyze complex financial statements, reports, and schedules in accordance with GAAP and GASB standards.
- Perform comprehensive reconciliations of general ledger accounts, bank statements, and subsidiary ledgers.
- Assist in the preparation of the Comprehensive Annual Financial Report (CAFR) and other required governmental reports.
- Support the annual budget development process, including data compilation, analysis, and departmental coordination.
- Conduct variance analysis between actual results and budget, providing explanations and recommendations.
- Assist in developing financial forecasts and projections to support long-range planning.
- Perform in-depth financial analysis of municipal programs, projects, and departmental expenditures.
- Identify trends, anomalies, and opportunities for cost savings or revenue enhancement.
- Develop and present financial models and scenarios to aid in decision-making.
- Compliance & Internal Controls:
- Ensure adherence to all relevant federal, state, and local financial regulations and municipal policies.
- Assist in maintaining and improving internal control procedures to safeguard municipal assets.
- Participate in internal and external audits, providing necessary documentation and explanations.
- General Accounting Duties:
- Process and review journal entries, accounts payable, accounts receivable, and payroll as needed.
- Maintain accurate and organized financial records and documentation.
- Collaborate with other departments to resolve financial inquiries and provide accounting support.
Qualifications:
- Bachelor's degree in Accounting, Finance, Public Administration, or a closely related field.
- Minimum of [e.g., 3-5] years of progressive experience in accounting or financial analysis, preferably within a governmental or non-profit environment.
