Job Description :

The Safety Manager reports directly to the Operations Manager. The Safety Manager has the overall responsibility for the management of the Corporate Safety and Health Program and is required to effectively communicate with all levels of company management and company personnel concerning aspects related to safety management and risk mitigation. The Safety Manager is required to possess a thorough knowledge concerning construction industry related regulations, be a good communicator implementing an effective company safety training and mentoring program, conduct regular project site safety inspections, maintain project safety statistics, provide analysis of the effectiveness of the company safety program and make recommendations to management and loss prevention best practices and procedures.

Duties and Responsibilities:

· Responsible for the overall direction, enforcement, and effectiveness of the corporate safety and health program.

· Has final authority over all field personnel with regards to decisions impacting safety or environmental issues.

· Serves on the corporate safety committee.

· Communicates with all levels of management and employees on safety problems as they arise.

· Develops and implements safety organization responsibilities and performance standards.

· Reviews with CMs all special safety procedures and safety-related equipment required for new projects.

· Assembles and manages a safety team to support the program at each project location and coordinates personnel and resource assignments with management.

Training and Mentoring:

· Plans, coordinates, and conducts corporate level safety training to include OSHA 10 & 30-hour courses, individual first aid and CPR, onsite safety training, and safety segments for quarterly operations staff meetings.

· Incorporates project staff personnel in conducting safety training at Superintendent, PM and PC quarterly trainings.

· Includes the project staff in conducting safety audits to train, mentor, and develop an awareness of identifying safety issues and correcting issues in a timely manner.

· Identifies safety training that would be beneficial for company and individuals.

· Conducts regular field and safety audits at project sites and issues formal safety inspection reports to operations management. Inspects and grades (with defined metrics) Byrne job sites for safety compliance.

· Reviews project records to ensure documentation is current and correct.

· Periodically conducts inspections with subcontractor safety managers or other key management.

· Reviews implantation and effectiveness of project controls that mitigate risk:

o Safety orientations

o Weekly toolbox meetings

o JHA records

o SDS records

o Project safety review at preconstruction meetings

o Focus of safety in Superintendent daily reports

o Safety discussions at subcontractor coordination meetings

· Attends and participates in select preconstruction meetings involving high-risk work to review the specific risks and discuss the subcontractor and Byrne safety plans to manage those risks.

· Implements safety orientation program and monitors the consistency at project sites.

· Develops and Implements an Employee Safety Checklist.

· Verifies First Aid and CPR requirements on each jobsite.

· Reviews and verifies emergency action plan (EAP) for each project – evacuation plan, notification requirements, muster points and all necessary postings.

· Implements spill response program.

· Implements PPE plan and confirms compliance.

· Implements crane plan and confirms compliance.

· Implements ladder/step/scaffold plan and confirms compliance.

· Monitor hot work permit plan and confirms compliance.

· Manages Accident/injury investigation plan.

o Makes recommendations concerning plan

o Confirms project compliance

o Participates in injury and incident investigations

· Checks all subcontractor Safety Programs – confirms postings on projects and ensures compliance.

· Maintains file of inspections, accidents and required reporting.

· Monitors safety correspondence for projects to ensure adequate emphasis of issues.

· Confirms posting of appropriate safety signage and notices.

· Confirms adequate OSHA compliant lighting on projects.

· Implements and monitors sidewalk and roadway protection plan.

· Monitors and confirms compliance with HAZCOM/GHS.

· Is Byrne's primary representative during OSHA inspection/investigations.

· OSHA 300 reporting- compiles company data, prepares, and publishes logs. Conducts follow-up review that the log is posted.

· Conducts joint inspections of projects with Byrne insurer.

· Actively participates is TEXO association safety functions including but not limited to the TEXO safety committee.
