The Division of Health Service Regulation (DHSR) is the agency charged with regulating and overseeing the safety of North Carolina's licensed healthcare facilities, maintaining statewide emergency medical services, as well as regulating and monitoring the State's compliance with the Agreement with the Nuclear Regulatory Commission (NRC) regarding the State's jurisdiction and authority to regulate radioactive materials within the State. The DHSR Rules Review Manager is a mission critical position in developing and adopting the rules that provide for DHSR's ability to regulate the safety and care of the public and its enforcement abilities in these important areas. This position includes the following responsibilities:

  • This position is responsible for assuring that DHSR's rules are adopted timely and in accordance with the NC Administrative Procedures Act.
  • This position frequently communicates with the Office of State Budget and Management, staff attorneys for the Rules Review Commission (RRC), attorneys with the NC Department of Justice, leadership at the NC Department of Health and Human Services including its Office of General Counsel.
  • This position facilitates public hearings to solicit comments on rules and participates in stakeholder meetings on behalf of DHSR as rules are developed and then presents rules to the Medical Care Commission (MCC) and the Radiation Protection Commission (RPC) for discussion and adoption and facilitates these Commissions' actions in adopting rules.
  • This position also represents DHSR at the meetings of the RRC as it makes decisions about the promulgation of DHSR's important rules.

Management Preferences:
  • Thorough knowledge of all aspects of the NC rule making process – Chapter 150B – Administrative Procedure Act (APA).
  • Knowledge of the DHSR functions and organizational structure.
  • Skill in regulatory analysis and evaluation.
  • Skill in collecting, organizing, and analyzing data and information.
  • Ability to establish and maintain effective communications and work relationships with a variety of Department and Division partners, other state agencies and stakeholder groups.
  • Ability to docket and track critical deadlines.
  • Excellent organizational skills to keep track of the status of rules in the process of being reviewed, adopted/amended/repealed.
  • Knowledge of regulatory requirements of NC licensed health care facilities and local confinement facilities and Medicaid/Medicare certified healthcare facilities and NC regulatory requirements for licensees/registrants of radioactive materials.
  • Knowledge of the NC Office of State Budget and Management regarding preparation and submission of fiscal notes.
  • Experience in rule-drafting requirements.
  • Experience working closely with attorneys.
  • Experience facilitating public meetings.
Bachelor's degree from an appropriately accredited institution and five (5) years of progressive experience related to the area of assignment; or an equivalent combination of training and experience.
