The project will be delivered through multiple, overlapping design and construction contracts. The Project Management Consultant (PMC) will be a vital part of an integrated Project Management Team (PMT) responsible for administering, managing, and ensuring the successful completion of the project safely, on schedule, and within budget.POSITION OVERVIEWThis is a full-time, on-site contract role embedded with the integrated Project Management Team for the Second Avenue Subway Phase 2 expansion. The Resident Engineer (RE) serves as the on-site representative of the program management team, responsible for overseeing daily construction activities, ensuring project compliance with design specifications, schedules, budgets, and safety standards. The RE plays a vital role in coordinating between contractors, consultants, clients, and regulatory agencies, ensuring successful delivery of engineering and construction projects under the broader Program Management scope.Key Responsibilities:Act as the client's on-site representative during construction.Monitor daily construction activities for quality assurance and compliance with project specifications, codes, and standards.Coordinate with design engineers, construction contractors, inspectors, and program management staff.Conduct regular site inspections and lead field meetings with stakeholders.Review and approve contractor submittals, RFIs, change orders, and progress payments.Maintain accurate documentation including daily reports, logs, as-builts, and photographs.Identify and mitigate construction-related risks or delays; escalate critical issues when necessary.Enforce safety policies and procedures in accordance with OSHA and project-specific requirements.Participate in project meetings and prepare status reports for senior management and client stakeholders.Ensure environmental, permitting, and regulatory compliance on-site.Qualifications:

• Bachelor's degree in Civil Engineering, Construction Management, or a related field.
• Professional Engineer (PE) license
• Minimum [7-10] years of experience in construction supervision, site engineering, or resident engineering.
• Experience with large-scale or multi-site program management environments preferred.
• Familiarity with project delivery methods (e.g., Design-Bid-Build, CM/GC, Design-Build).
• Proficiency in construction management software (e.g., Procore, Primavera P6, MS Project).
• Strong knowledge of construction codes, safety regulations, and industry standards.
• Excellent communication, coordination, and leadership skills.

Preferred Qualifications:

• Master's degree in Engineering
• 10 Years of relevant experience.
• Professional Engineer (PE), American Institute of Certified Planners (AICP), Project Management Professional (PMP), Certified Construction Manager (CCM), or National
• Institute for Certification in Engineering Technologies (NICET) Level III
