We are seeking a talented Research and Policy Consultant to become a member of the Utah Division of Professional Licensing's (DOPL) leadership team.

**Training will take place in the office. If eligibility requirements are met, a hybrid (3/2) telework schedule may be available.**

PRINCIPAL DUTIES

In this position, you will be responsible for many meaningful, high-profile projects that will influence Utah's public policy for professional licensing.

Key responsibilities:

  • Elevating the agency's professional licensing research to support high-quality, evidence-based regulation

  • Assisting the Managing Director to incorporate the Governor's GRIT program innovation efforts and professional development in the Department of Commerce

  • Advising licensing teams on their work to identify and implement appropriate methods to simplify access to professional licensing for qualified foreign applicants.

  • Under the direction of the Managing Director or Executive Director, Interacting with the Legislature and other professional licensing stakeholders on legislative and other professional licensing policy matters

  • Acting as a liaison for the Office of Professional Licensing Review , assisting their collaborations and research of professional licensing that occurs within the Division of Professional Licensing and the Division of Real Estate.

  • Continuing the nation-leading efforts Utah has undertaken for professional licensing reform in interstate endorsement to practice in Utah, criminal history utilization in licensing decisions, and other efforts

The Ideal Candidate

We are seeking a highly motivated and experienced professional who embodies the following character traits:

  • Proficient written communication abilities.

  • Detail-oriented and organized.

  • Strong communicator and collaborator.

  • Excels at managing time, projects, and follow-ups with minimal oversight.

MINIMUM QUALIFICATIONS

  • Has either (a) studied extensively through formal education how to prepare and present public policy findings and recommendations or (b) performed extensive preparation and presentation of public policy findings and recommendations to public policy decision-makers.

  • Has demonstrated experience performing both primary and secondary research that has influenced organizational decisions.

PREFERRED QUALIFICATIONS

  • A graduate degree in Public Policy, Public Administration, Law, Business Administration, or a related field and/or four to six years of experience as a research consultant or policy analyst

  • Demonstrated expertise or experience in project management, including work planning, assessment, development, and tracking

  • Proficient in quantitative data analysis software (e.g., Excel, Stata, SAS, SPSS, R) and comfortable drawing conclusions from numerical data.
