We are looking for a motivated and experienced Recruiter & Talent Business Partner to join our Talent Team. This individual will be instrumental in identifying and hiring top-tier talent to support our agency's growth. Beyond recruitment, this role contributes to onboarding, offboarding, and other key talent initiatives. The ideal candidate can manage moderately complex issues independently, while turning to senior staff for support with more advanced matters.

This position offers a salary range of $70,000 to $85,000 in Rochester, NY. Actual pay may vary based on location, skills, and experience. In addition to base salary, our compensation package includes :

Responsibilities

Key Outcomes & Responsibilities :

Objective : Source and secure top-tier candidates to meet staffing needs and agency hiring goals.

  • Manage full-cycle recruiting, including sourcing, outreach, and collaboration with schools and partners to build pipelines
  • Conduct initial phone screenings and in-person interviews to evaluate candidate qualifications and culture fit
  • Guide candidates through the entire hiring process to ensure a smooth and professional experience
  • Partner with Talent Business Partners and the Senior Director of Talent to align recruitment with long-term talent strategy
  • Leverage social media, job boards, and various recruiting channels to connect with high-potential candidates
  • Promote inclusive hiring practices to attract a diverse and qualified applicant pool
  • Work with the Talent Team to accurately communicate compensation policies and expectations
  • Track requisition progress from approval to close and provide timely updates to hiring stakeholders

Objective : Coordinate with internal partners to ensure smooth collaboration across departments.

  • Support onboarding by preparing orientation materials and accurately entering new hire data into the HCM system
  • Manage offboarding tasks, ensuring all documentation is completed and filed appropriately
  • Conduct 45-day check-ins with new hires and analyze feedback to improve onboarding experiences

Objective : Align Talent strategies with leadership goals and department needs.

  • Collaborate with department leaders to translate strategic goals into targeted Talent initiatives and engagement plans
  • Use reporting and data insights to identify workforce trends and offer actionable recommendations
  • Assist with organizational changes, helping to communicate shifts, address concerns, and support managers throughout transitions
  • Contribute to the development of talent acquisition and compensation strategies designed to attract and retain top performers
  • Share effective practices across Talent Business Partners to maintain consistency and quality of service
  • Partner with Talent and Finance teams to implement initiatives and improve process efficiency
  • Support deployment of performance management tools like Quantum for feedback, goal tracking, and succession planning

Objective : Drive employee engagement and create a positive workplace culture.

  • Strengthen internal communication around engagement initiatives and assist in implementing action plans
  • Monitor onboarding progress at 30, 60, and 90-day intervals to confirm that managers provide the necessary training and support
  • Design and oversee recognition programs that celebrate achievements and align with company values
  • Collect and assess feedback through surveys, check-ins, and focus groups to inform future Talent programs and strategies

Objective : Provide guidance on leadership development, recruitment planning, and succession readiness.

  • Assist managers with setting goals, providing feedback, and supporting ongoing performance conversations
  • Ensure that all role profiles, job postings, and request forms are complete, approved, and processed efficiently
  • Champion diversity, equity, inclusion, and belonging by supporting training and recruiting initiatives aimed at creating an inclusive environment
  • Manage resignation processes, coordinate offboarding projects, and conduct exit interviews in collaboration with Talent and Payroll teams

Objective : Address employee relations, resolve conflicts, and conduct investigations as needed.

  • Act as a trusted partner to employees and managers, addressing concerns and leading investigations when required
  • Advise managers through progressive disciplinary actions and related documentation
  • Help employees understand workplace policies and how to access self-service resources

Additional Responsibilities

  • Take on additional duties as assigned by leadership to support team goals and contribute to organizational success

Education

Bachelor's degree in Human Resources, Business Administration, Communications, or a related discipline

Experience

  • 6–8 years of proven experience in sourcing and hiring high-quality candidates
  • Strong track record of developing effective candidate pipelines and sourcing strategies
  • Familiarity with employment law and best practices in talent acquisition
  • Proficient in applicant tracking systems and recruitment technologies
  • At least 4 years of experience recruiting for technical positions - Preferred
  • At least 4 years advising managers on labor market trends and talent availability - Preferred
