Classified - Position - Other, please specify Job Number 370####### Start Date Open Date 07/17/2025 Closing Date Job Description POSITION: RECRUITER REPORTS TO: CHIEF HUMAN RESOURCES OFFICER FLSA STATUS: EXEMPT PAY GRADE: 219A Position Overview: Portsmouth Public Schools is seeking a dedicated and dynamic Recruiter to join our Human Resources team. This position will focus on attracting, sourcing, and securing high-quality candidates to support our mission of providing excellent educational opportunities for all students. Key Responsibilities:

  • Develop and implement effective sourcing strategies to attract diverse, qualified candidates for instructional, administrative, and classified positions.
  • Post job openings on multiple platforms, including the applicant tracking system (ATS), Indeed, LinkedIn, and professional networks.
  • Build and maintain talent pipelines through proactive outreach, networking, college partnerships, career fairs, and social media engagement.
  • Screen resumes and conduct initial candidate assessments to identify strong candidates aligned with district needs.
  • Collaborate with hiring managers to understand current and future staffing needs.
  • Ensure a positive candidate experience throughout the recruitment process.
  • Track, analyze, and report recruitment metrics to guide strategies and improvements.
  • Support district-wide diversity recruitment initiatives to align with PPS's commitment to an inclusive workforce.
  • Utilize data analytics to assess the effectiveness of sourcing methods, monitor applicant flow, and identify trends to improve recruitment strategies.
  • Assist with IPAL and PEC data collection and submission to ensure accurate and timely state reporting, supporting compliance with all applicable regulations.
  • Work in conjunction with the Licensure Department to support candidates and ensure compliance with state regulations by maintaining familiarity with VDOE licensure requirements and the application process.
  • Assist with onboarding activities to ensure a seamless transition for new hires.
  • Perform other related duties as deemed necessary to support the goals and operations of the Human Resources Department and Portsmouth Public Schools.
Qualifications:
  • Bachelor's degree in Human Resources, Business Administration, or a related field.
  • Experience in recruitment, talent acquisition, or human resources (school district experience a plus).
  • Strong sourcing skills using LinkedIn, Indeed, professional networks, and social media.
  • Excellent interpersonal, communication, and organizational skills.
  • Ability to build strong relationships with candidates, hiring managers, and community partners.
  • Proficiency with applicant tracking systems and HRIS platforms.

    • Familiarity with VDOE licensure requirements and processes (preferred).

Physical Requirements:
  • Must have the ability to sit, stand, walk, bend, and reach as needed throughout the workday.
  • Ability to lift and carry items up to 20 pounds occasionally.
  • Dexterity of hands and fingers to operate office equipment, including computer keyboards and telephones.
  • Visual acuity for reading printed materials and a computer screen.
  • Hearing and speaking to exchange information in person, on the phone, and during presentations.
  • Ability to travel to schools, job fairs, and community events within and outside the district as needed for recruitment purposes.
