OBJECTIVE: Under the general supervision of the Recreation Supervisor, the Recreation Programmer (Aquatics) is responsible for the planning, promotion, implementation and supervision of year-round and seasonal recreation programs and facilities, overseeing aquatic programs and facilities, year-round special events, recreation programs, and sports leagues as needed. RELATIONSHIPS: Reports to: Recreation Supervisor; The Recreation Programmer may also take direction from the Recreation Director. Has regular work contact with Department, Division, and Office Heads, City employees, various City committees, staff members, co-workers, other governmental agencies, vendors, business owners, residents and the general public. Supervises: Supervises seasonal employees on a regular basis and communicates with other Division employees, professional staff, customers and the general public. Plans, promotes, implements, supervises, evaluates all aquatic programs and facilities. Manages day to day operations of Aquatic Facilities, develops policies, procedures, rules, and regulations and ensures their enforcement and safe operation. Recruits, hires, trains, and evaluates seasonal staff to ensure safe and efficient operation of programs and facilities. Supervises seasonal staff including scheduling of work hours, assigning and monitoring of work duties, plans and conducts lifeguard in-service training, trains swim lesson instructors on proper teaching methods, evaluating work performance, reviewing and approval of timecards and ensuring all staff certifications are current. Schedules and teaches various courses for potential and current staff, including full lifeguarding courses, as well as re-certification classes. Serves as a lifeguard when staffing levels dictate. If applicable, also teaching Lifeguard Instructor courses. Purchases materials and supplies as needed, processes payment batches, inspects and inventories equipment and facilities to ensure safety. Maintains all required paperwork at aquatic facilities, follows pool code requirements and completes reports in a timely manner. Managing program and facility expenditures and revenues to meet and/or not exceed budget allotments, and maintain accurate records and files. Assists with and provides oversight on maintenance of aquatic facilities, including taking beach samples, checking pool water chemistry, regular pump room maintenance, and working with pool maintenance staff. Oversees and assists with the operation and supervision of concession facilities and seasonal staff. Plans, promotes, implements and supervises year-round special events, recreation programs, and sports leagues. Makes recommendations concerning general program structure, budget development, fees and charges, facility repairs and improvements. Monitors quality and efficiency of programs by documenting information and preparing written reports. Seeks out program partnerships, sponsorships, and donations. Assists the Recreation Supervisor and Recreation Director with year-end reports, contract documents, special projects, and community needs assessments. Prepares written publicity for programs and facilities. Assists with managing social media accounts. Effectively promotes Division programs, services and facilities. On occasion may represent the Division at a public relations function or public speaking event. Assists with front office operations by providing coverage, answering telephones, waiting on customers, and other front office support as needed. Attends staff meetings and assists Division in providing coverage for other programs and/or facilities, conferences, and other such training venues when needed. Responds to participant and resident complaints and inquiries to a satisfactory conclusion. Follows all safety regulations, policies, and procedures; reports all unsafe conditions and acts to supervisor; reports all accidents to the supervisor immediately whenever possible; follows recognized safe work practices. Performs other special projects and other job duties as assigned or required during regular and non-business hours. All employees may be assigned by the City Manager or their designee to perform duties and assume responsibilities that are outside the scope of their work duties when the City Manager has declared a City disaster or the City Emergency Operations Center has been initiated. Minimum Position Requirements/QualificationsMINIMUM REQUIREMENTS The requirements listed below are necessary to perform the essential duties of the position. Graduation from an accredited four-year college or university with a bachelor's degree in Recreation Management, Sports Management, Public Administration, or related field is required. A minimum of three (3) months of experience in aquatics program and facility management is required. A minimum of 1 year of supervisory experience is required. Red Cross Lifeguard certifications including CPR/AED and first aid, Water Safety Instructor certification (WSI), Lifeguard Instructor certification (LGI), Aquatic Facility Operator (AFO) certification and Food Safety Manager or the ability to obtain within six months of hire. A valid, state-issued driver's license at time of hire is required. OTHER QUALIFICATIONS The qualifications listed below are preferred but not required to perform the essential duties of the position. The absence of these qualifications on a candidate's application does not preclude them from consideration. Additional years of experience in aquatics program and facility management. Certified Park and Recreation Professional (C.P.R.P) and Lifeguard Instructor Trainer (L.G.I.T) certifications are highly desirable. A combination of equivalent experience and/or education as determined by the Human Resources Office may be considered in lieu of minimum requirements. Knowledge of:Working knowledge of principles, practices, and objectives of recreation. General knowledge of the principles and practices of aquatic programs, lifeguarding, CPR and first aid, maintaining aquatic facilities and Wisconsin pool code, as well as program development. Thorough knowledge of safety programs including the appropriate use of personal protective equipment. Skill in: Organizational and time management skills to prioritize duties and accomplish a high volume of work product while adapting to constant changes in priority. Exceptional communication skills, both verbally and in writing, paired with a strong customer service background, and effective interpersonal skillss. Collaboration skills to effectively work with others to achieve common goals through communication, teamwork, and problem-solving. Critical thinking skills to effectively analyze situations and solve complex or technical problems in a timely manner. Accurate record-keeping and data-reporting skills to prepare and present standard reports. Intermediate level of technical proficiency skills, including computer applications and software such as Microsoft Office and Adobe Acrobat. Ability to: Ability to compose routine correspondence and routine reports in a clear, concise, logical, and effective manner, utilizing proper grammar, spelling, punctuation, sentence structure, and tone. Ability to perform basic mathematical calculations, including the ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals, and to compute percentages. Ability to make decisions according to applicable laws, regulations, established procedures, and the directives of the City Manager and City Council. Ability to develop, coordinate, plan, and prioritize projects and programs, including supervising recreation programs for youths, adults, and families, and special events Ability to hire, train, supervise and evaluate seasonal employees. Ability to oversee all operations of aquatic facilities including facility management and mechanical systems. Ability to work with minimal supervision and within the boundaries of responsibility. Ability to work under pressure in a fast-paced environment with fluid priorities, frequent interruptions, and multiple, sometimes competing work assignments, with accuracy and attention to detail. Ability to work evenings, weekends and holidays as needed, based upon the program and facility schedule, and staffing needs. Ability to comply with all safety policies, practices, and procedures, and report all unsafe activities or conditions to supervisor. Ability to maintain a valid, state-issued driver's license. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Hand-eye coordination is necessary to operate computers and various pieces of equipment. Employee is required to use cognitive ability to reason, analyze, and verbalize thoughts and ideas. Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes, and sounds associated with job-related objects, materials or tasks. The employee may, on occasion, be exposed to outside weather conditions, including extreme heat and extreme cold. The employee will also be exposed to colder temperatures while working outside for various programs. The employee may work near moving mechanical parts in precarious places; and is occasionally exposed to wet and/or humid conditions, fumes, or airborne particles, toxic, or chemicals, and vibration. The working conditions in the office environment are comfortable. The noise level in the office environment is generally quiet to moderately noisy. A regular, Monday - Friday, 40-hour work schedule is required for this position. Attendance at night meetings and night or weekend programs and special events is required, as needed.
