Scope of Work

Answer the telephone and dispatches calls to Animal Control Officers. Performs computer data processing and general shelter duties as required. Assists the general public, processes fees paid to animal control, animal inventory control, and rabies investigations while adhering to the policies and procedures of the City of Midland and the Animal Control Program.

BUDGETARY RESPONSIBILITIES:

Involved in discussion concerning equipment and safety needs, improvement suggestions and receipt of fees.

Essential Job Duties

* Answers telephone, routes county calls and dispatches and receives calls via two-way radio.

* Assists the public with complaints regarding wildlife. Processes wildlife permits, animal adoptions and receives animals.

* Maintains animal inventory from impoundments through disposition. Notifies animal owners of impoundments and schedules rabies vaccinations for impounded/adopted animals.

* Performs rabies investigations including taking bite reports and follow-up on bite incidents through quarantine process.

* Processes rabies testing specimen paperwork and tracks through end result.

* Processes cremation requests, logs completed cremations and prepares cremation certificates.

* Schedules animal trap placements and maintains animal trap inventory.

* Updates lost/found board including clipping of animal articles and lost/found columns.

* Issues citations and notices to comply.

* Prepares daily money receipts, animal inventory count, deceased and isolated and quarantine lists.

* Performs educational programs with public schools, monthly public service announcements, visits to television stations and shelter tours. Schedules and tracks pet education class attendance.

* Performs computer entry of the daily activities of the shelter.

* Assists with cleaning the animal shelter as needed.

* Performs other related duties as required.

Physical and Environmental Conditions

Ability to sit, stand, and move inside a building. Employee sits or stands at a counter or desk in order to process paperwork and receives monies. May be exposed to potentially hazardous chemical or animals while working in the Animal Control facility. Ability to lift bags of materials such as dog food or animals.

Required Qualifications

Employee works with the public, the media, veterinarians and various outside agencies such as Texas Parks and Wildlife, Texas Department of Health, humane societies and animal rescue associations. Also communicates with other City employees including Municipal Court Judge and City Attorneys.

Excellent public relations skills, written/oral communications skills, knowledge of domestic and wild animals, knowledge of animal laws at the federal, state and local levels. Ability to use copiers, fax machines, computers and two-way radio systems. Ability to handle multiple tasks/citizens simultaneously.

High school diploma or equivalent required with six months to one year of experience in a clerical position required. Experience in word processing required. Must pass a typing test with 40 wpm, spelling test with minimum score of 15 and grammar test with minimum score of 15. Valid Texas driver's license required. Basic Certification in Animal Control must be obtained within six months of employment.
