Salary Range: $57,125 - $91,971 Grade: 19 FLSA: Exempt

Purpose of Classification:

The purpose of this classification is to oversee the acquisition and management of real estate for regional and DeKalb County public projects.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Manages and oversees consultants and contractors engaged in real property acquisitions on behalf of the County; coordinates with consultants; reviews acquisition files to ensure adherence to proper procedures; and processes contractor invoices.

Researches, analyzes, and documents property acquisitions; searches and examines court and tax records to determine or confirm property boundaries, property rights, property assessments, real estate market values acquires property rights (rights-of-way in fee simple, easements, real estate, air rights, rights-of-entry, etc.) for projects related to various County services and departments; collects comparable real estate sales figures; examines property sites; reviews zoning; orders appraisals, title searches, and other necessary documentation; determines fair market values; and prepares legal documents for the completion of appropriate real estate transactions.

Coordinates acquisitions with affected property owners; meets with property owners to explain proposed projects; discusses their rights under eminent domain, condemnation, relocation, and just compensation; negotiates a settlement for acquiring proposed property; and initiates processes for property condemnation as required.

Manages all County real estate transactions; conducts real property closings; negotiates lease agreements; manages sale of surplus properties; and manages land exchanges; maintains files and records of all property acquisitions, leases, condemnations, legal actions and related processes.

Acts as liaison to internal and external parties regarding various real estate issues; interfaces with public and respond to inquiries; provides real property customer service to County departments, the State of Georgia, outside contractors for the County, and others; and communicates with attorneys, transportation officials, contractors, surveyors, title examiners, and others to coordinates work.

Demonstrates extensive knowledge of right-of-way property practices and requirements and knowledge of Federal Uniform Act of 1970.

Minimum Qualifications:

Bachelors degree in Real Estate, Business Administration, or related field required; three years of experience in real estate, property management, transportation right-of-way administration, or a related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain a valid Georgia drivers license. Must possess and maintain certification as a Notary Public.
