Job Description:

Parsons is seeking a talented Quality Manager to join our team!

In this role, you'll work on the premier infrastructure project in the country, benefiting from all the advantages of working for Parsons. This program is the most urgent infrastructure initiative nationwide—a comprehensive set of rail investments aimed at improving commuter and intercity services, enhancing resiliency, and creating new capacity between Newark, NJ, and NYC.

Program Background

The Gateway Program is the nation's most urgent infrastructure project—a major rail investment to improve services, add resiliency, and increase capacity between Newark, New Jersey, and New York City, the busiest section of the Northeast Corridor (NEC). The first phase includes the Hudson Tunnel Project (HTP), involving construction of a new two-track tunnel under the Hudson River connecting to Penn Station New York, and rehabilitation of the 110-year-old North River Tunnel. The Gateway Development Commission (GDC), established through bi-state legislation, manages the financing and development of the HTP.

As a tri-venture partner with Parsons, Arcadis, and Mace (MPA), we provide strategic advisory, project management, design and construction oversight, stakeholder coordination, federal compliance, operations support, and related services under a 15-year master service agreement with task-specific contracts.

Responsibilities:
  • Support the development and implementation of a comprehensive quality management plan for the tunnel project, including control procedures, inspection protocols, and documentation.
  • Enforce quality standards and performance metrics to monitor construction quality, materials, and installations.
  • Conduct inspections, audits, and assessments to identify non-conformances and areas for improvement.
  • Collaborate with project teams and subcontractors to address quality issues and implement corrective actions.
  • Ensure compliance with industry regulations, safety standards, and project specifications.
  • Provide training and guidance on quality assurance best practices.
  • Prepare quality reports and documentation to communicate findings and track metrics.
Qualifications:
  • Bachelor's degree in Civil Engineering, Construction Management, or related field.
  • 8+ years of experience in quality management on large infrastructure projects, preferably tunnel construction.
  • Strong knowledge of quality management principles, standards, and assurance processes.
  • Familiarity with relevant codes and regulations for tunnel and underground works.
  • Excellent communication, leadership, and problem-solving skills.
  • Certification in quality management (e.g., CQM, CQE) is a plus.
