About the Position We're seeking a Quality Engineer to support large, heavy-civil infrastructure programs-including highways, roads, bridges, transit (including rail and bus), and airport projects delivered through both traditional and alternative methods. The primary focus of this role is to develop and enforce a robust QMP across planning, design, and construction phases. This position is ideal for professionals with a deep understanding of ISO 9001 and FTA quality standards who are ready to lead audits, drive corrective action systems, and collaborate with both client and contractor teams to mitigate quality risks before they materialize. This is a long-term, full-time, on-site position located in Manhattan, NY. Responsibilities may include, but are not limited to, the following:
  • In coordination with the Program/Project Manager, Design-Build leadership (as applicable), and the client, develop and actively manage the implementation of a comprehensive QMP that aligns with client, owner, and FTA requirements (when applicable), while also meeting the performance standards and system requirements of our teaming partners.
  • Collaborate with the client and PMC team to determine the appropriate level of effort and resources required for effective quality oversight and planning.
  • Review and approve quality plans submitted by subconsultants and other contracted entities, as needed. Monitor ongoing compliance with the QMP by PMC staff and subconsultants, and report findings internally and to the client. Support the identification and mitigation of quality-related risks throughout the project lifecycle.
  • Partner with client, project, and Design-Build quality leadership to implement tools and processes that support consistent, effective quality control across all project deliverables.
  • Establish and track key quality performance metrics to ensure alignment with client goals and continuous improvement objectives.
  • Develop and lead training programs to ensure project staff are fully equipped to execute and uphold the QMP.
  • Oversee the implementation of a structured quality audit program to assess compliance and identify areas for improvement.
  • Administer a corrective action system to drive resolution of quality issues and promote lessons learned across the project team.

Minimum Qualifications
  • Bachelor's degree in quality management/engineering, civil engineering, industrial engineering, or other related math/science or project management discipline, or equivalent combination of education and experience.
  • 8+ years demonstrated experience managing a quality program on large scale (>$500M), complex (multi-site) heavy civil transportation or transit construction programs, including experience auditing programs/projects in the planning, design, and/or construction phases.
  • Experience delivering projects through both traditional and alternative methods (e.g., DBB, DB, CM/GC, P3).
  • Experience implementing QMPs in compliance with ISO 9001 and/or FTA QMS requirements.
  • Working knowledge of the principles and practices related to quality management on capital programs or projects.
  • Risk assessment and mitigation skills.
  • Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, Excel, PowerPoint, etc.).
Preferred Qualifications
  • Master's degree in construction management or engineering.
  • Active professional certifications such as ASQ Certified Quality Auditor (CQA) or Certified Manager of Quality/Organizational Excellence (CMQ/OE).
  • Active professional certifications such as American Institute of Certified Planners (AICP), Certified Construction Manager (CCM), or PMP (PMI).
  • Proficiency with industry standard project and construction management software (e.g., Procore, Primavera P6, MS Project, etc.).
Compensation Details The salary range listed for this role is $135k-$155k/year ($65-$75/hour). The final salary offered will be based on multiple factors and thoughtfully aligned with each candidate's level of experience, breadth of skills, total education achieved, certifications/licenses that have been obtained, geographic location, etc. Just LOOK at the Benefits We Offer!
