Job OverviewThe Quality Control (QC) Manager is responsible for developing, implementing, and enforcing a QMS and associated inspection system. Responsible for inspecting work in progress and finished work for discrepancies IAW the QCP, and implementing corrective actions as necessary. Completes associated inspection reports and documentation required to support findings. Ensures that work performed is in compliance with all federal, state, local, Navy, DoD, Occupational Safety and Health Administration (OSHA), Navy Occupational Safety and Health (NAVOSH), and American National Standards Institute (ANSI) regulations.Work Model: Onsite/Office Based ResponsibilitiesEssential Duties and Job Functions:• Plans and assigns work, implements policies and procedures, and makes recommendations in improvement for departmental teams associated with quality i.e. records management, standard operating procedures, asset management, CMMS, quality control/assurance, and working conditions.• Acts as primary point of contact for all quality related issues.• Ensures a high level of internal and external customer service. Investigates and corrects customer issues and complaints relating to quality.• Develops and analyzes statistical data and product/service specifications to determine standards and to establish quality and reliability expectancies.• Develops, implements and maintains quality structures associated with assigned departments and interrelated departments and which aligns with contract specifications.• Coordinates objectives with operational procedures in cooperation with other department managers to maximize product reliability and minimize costs through continuous improvement activities.• Directs, leads and coordinates various programs essential to operating procedures (e.g. training, safety, housekeeping, cost reduction, worker involvement, lean activities, etc.).• Formulates, documents and maintains quality control standards and resources, ongoing quality control objectives and Joint Commission related policy, procedures, and documentation.• Applies total quality management tools and approaches to analytical and reporting processes.• Interprets quality control philosophy to key personnel within organization.• Provides advice on changes and their implementation and provides training, tools and techniques to enable others to achieve quality.• Establishes programs for quality with the goal of aligning all operational functions with a structure that is focused on forward looking, i.e. preparing/approving quality documentation, providing work instructions/procedures/check sheets, maintain internal auditing programs, create/document/implement inspection criteria and procedures.• Develops and presents company and contract information at all hands meetings.• Ensures departmental reporting and data calls are executed in a timely, complete and accurate manner.• Fosters teamwork between departments on quality related issues.• Efficiently and effectively coordinates multiple tasks and/or projects simultaneously.• Provides clear and decisive written and oral communication.• Establishes and maintains good working relationships with Government and internal customers.• Works professionally and collaboratively with all contract and company personnel.• Maintains a high degree of professionalism and works well with all levels of the organization.• Operates Government and Chugach-owned motor vehicles.• Adheres to established company safety personnel and standard operating procedures and policies.• Performs other duties as assigned. Job RequirementsMandatory:• Bachelor's degree in Civil, Industrial, Electrical or Mechanical Engineering, Construction Management, Business Management, or other related engineering or scientific field.• Licensed Professional Engineer.• Five years of project manager experience on similar contracts.• Skill in the use of MS Office Suite at an intermediate level.• Knowledge of generally accepted standards of workmanship in maintenance of facilities.• Knowledge of Government contracting terminologies and applications.• Ability to effectively communicate, read, and write in English.• Ability to be on-site during the Government's regular working hours and shall be available on-site within one hour after the Government's request after regular hours.• Knowledge of equipment maintenance.• Knowledge of environmental issues relating to contractual requirements.• Must have, and maintain, a valid Real ID driver's license with acceptable driving record.• Must be able to pass a Pre-Employment background check and drug screen test.Reasonable Accommodation:CGS will provide reasonable accommodations, according to applicable state and federal laws, to all qualified individuals with physical or mental disabilities.
