2 Overview 2.1 The Florida Department of Transportation (Department), is requesting resumes and hourly rate quotes for staff augmentation resources meeting the specific Knowledge, Skills, and Abilities (KSAs) listed below. The Department will select the candidate that provides the best overall value to the State, based on skill set and rate. JOB FAMILY: Quality Assurance Job Title: Quality Assurance Analyst Job #:1620 General Characteristics Responsible for developing and executing formal test plans to ensure the delivery of quality software applications. Involved in test planning, writing test cases/scripts, test case automation and test execution. Defines and tracks quality assurance metrics such as defects, defect counts, test results and test status. Collects and analyzes data for software process evaluation and improvements and integrates them into business processes to address the business needs. Documents all problems and assists in their resolution. Delivers quality process training to technical staff and acts as an internal quality consultant to advise or influence business or technical partners. Performs quality audits across the various IT functions to ensure quality standards, procedures and methodologies are being followed. Term : The contract term for this Staff Augmentation position is intended to be ASAP - 06/30/2025 , with possible renewal, based on excellence in work provided, need and budget availability. NOTE : Term does not mean the awarded contractor or resource are locked in for the full year - any contractor or resource may be terminated for cause, convenience, or funding during the contract term. VENDOR BILL RATE : It is the responsibility of the vendor to submit rates in accordance with the pre-established rates within the State Contract. These rates can be found at the following address: . Candidate Submission : FDOT is accepting up to one (1) candidate submission from vendors to fill this NEW position. Rate Increase : Please do not impose a rate increase for any subsequent year of the contract as part of your bid response. This is a firm fixed price and will be increased only at the discretion of the Department, based on consultant job performance and availability of funds. Imposing additional increases will automatically disqualify the candidate submission from consideration. Quote Evaluation : Quotes will be evaluated based on the specifications identified in the scope of services and sub sections below. The eQuote will be awarded to the Contractor who presents a Candidate who demonstrates the best value to the Department based upon the response provided. The submission of additional work samples, or in person interview(s) may be requested at the discretion of the Department. Face to Face Interviews : t the hiring manager's discretion, interviews may be conducted via Microsoft Teams or in person. Telecommuting : This position is onsite in Tallahassee at the Burns Building, Monday-Friday, during working hours. Work Hours Flexibility to work hours between 7:00 AM & 7:00 PM Monday through Friday. Failure to upload a complete Exhibit E form, with all fields filled in, at the time of candidate submission will result in disqualification. 4 Scope of Services The Florida Department of Transportation, Office of Information Technology (Client) - Application Services is in search of an Advanced Quality Assurance Analyst in assisting the Office of Information Technology with infrastructure support for remediations required for FDOT systems which interface with state-wide accounting data. Background: As a result of the Department's efforts to re-engineer and modernize core financial systems, there has been over 1,500 computing assets identified as performing some level of financial planning, analysis, and management functionality that are impacted by the State of Florida's accounting system. The Florida Planning, Accounting, and Ledger Management (PALM) project is a multiyear endeavor to replace the State of Florida's accounting and cash management systems with a modern financial management solution. The Florida PALM Project is targeted to replace Central, Payroll, and Departmental FLAIR functionality, with go-live scheduled for January 6, 2026. The 1,500+ computing assets are comprised of interfaces, enterprise applications, databases, automated processes, and reporting programs within FDOT that will require remediation due to:
  • doption of the Florida PALM Standardized Business Process Model
  • Transition to the Florida PALM Chart of Accounts values
  • Replacement of Central, Payroll and Departmental FLAIR functionality
  • Redevelopment of agency incoming and outgoing interfaces to the statewide accounting system
  • Implementation of Information Warehouse data to support agency specific reporting requirements.
The computing asset modifications to complete the FDOT PALM System Transition (FPST) will take place over the course of three years in alignment with the Florida PALM Project scheduled timeline. Of the 1,500+ computing assets, over 120 are interfaces either between FDOT financial applications or with the state accounting system. These interfaces were written on outdated technology that simply will not work with the new, more modern state accounting system. General responsibilities include:
  • Plan and implement testing (e.g., regression, functional, data validation, system integration, load, or performance tests) for new and existing functionality.
  • Develop and execute formal test plans to ensure the delivery of quality software applications.
  • Involved in test planning, writing test cases/scripts, test case automation and test execution.
  • Define and track quality assurance metrics such as defects, defect counts, test results, and test status.
  • Collect and analyze data for software process evaluation and improvement and integrate them into business processes to address the business needs.
  • Document all problems and assist in their resolution.
  • Work closely with development teams to design testing strategies and integrate testing into the
  • development process.
  • Plan, create, execute, and automate test cases, working with business analysts, customers, developers,
  • nd other stakeholders.
  • Document and analyze test results and recommend corrective action.
  • Isolate, reproduce, manage, and maintain defects and test case databases, and verify fixes.
  • Support user acceptance testing conducted by customers.
  • Understand and apply automated testing approaches such as model-based testing or record-and-replay.

  • Bachelor's degree in Computer Science, Information Systems, or another related field.

  • 3-5 years of professional experience in Software Quality Assurance or another related field is required.
  • 3-5 years of automated testing experience with tools such as selenium webdriver is required.
  • Experience in a DevOps environment is highly desired.
  • Experience in testing Extract, Transform, and Load jobs (including Informatica) is highly desired.
  • minimum of 3 years' experience in developing and conducting test processes for multiple types of systems, client users and/or units across an organization is required.
  • Minimum of 3 years of prior management experience, supervisory, or team leader experience is required.
  • 2 - 3 years of experience with Enterprise Architecture is required.
  • 2 - 3 years of prior experience with the FDOT Office of Information Technology is highly desired.
  • Knowledge of Informatica IICS Cloud Data Integration tools and Snowflake is highly desired.
