RESPONSIBILITIES

  • Oversee and plan all aspects of purchasing from pre-bid to closeout.
  • Obtain Subcontractor and supplier/vendor quotes for projects pre-bid.
  • Negotiate and execute subcontracts and purchase orders.
  • Represent company in negotiating contracts with vendors, subcontractors and service providers.
  • Locate and assist in the evaluation and qualification of vendor materials, equipment, and professional service providers.
  • Provide feedback to assist in analyzing market and delivery systems to assess present and future material availability.
  • Communicate and enforce purchasing policies & procedures to project team.
  • Responsible for projections, delivery schedules and purchasing reporting.
  • Maintain and update database of subcontractors and suppliers.
  • Prepare and submit pre-award DBE/MBE/WBE subcontractor information on municipal bids.
  • Attend, host, and participate in DBE/MBE/WBE Outreach Events
  • Assist project management team with mobilization of new projects and close-out of completed projects from pre-construction meetings to final acceptance of contract by owner.
  • Manage and oversee the project's DBE/MBE/WBE Utilization Plan from Bid to Close-out

Qualifications

  • Bachelor's degree in business, engineering, supply chain management, construction management or equivalent degree ideal.
  • Minimum 4 to 5 years' heavy construction industry experience. but not required
  • Construction estimating experience strongly .
  • Proficiency in Microsoft Office including PowerPoint, Word and Excel with general knowledge of database utilization.
  • Proficiency in HCSS Software including Heavy Bid and Heavy job is a plus.
  • Experience with web-based bid solicitation systems
  • Effective time management and organizational skills.
  • Excellent interpersonal, written, and verbal communication skills.
  • Team player with the ability to also work independently to meet fixed deadlines, goals, and objectives.
  • Strong leadership and people management skills.
