Salary Range for Purchasing Manager: $123,855.09 - $158,073.97/annually
Under the general direction of the Chief Financial Officer, plans, organizes, directs, and coordinates purchasing and warehousing activities for the District.
Essential Functions
- Provides leadership and promotes a customer service-oriented environment aligned with the department's and District's mission, objectives, and values.
- Develops, implements, and ensures compliance with the District's Purchasing Policy and Procedures.
- Oversees District-wide purchasing and inventory systems, including setup, operation, and training.
- Keeps informed of current laws, rules, and regulations affecting purchasing; consults legal counsel as needed.
- Manages the District's formal bid process, including tabulation and award recommendations.
- Prepares and reviews specifications, contracts, and purchase orders; coordinates negotiations.
- Supervises annual inventory counts, controls, and disposal of surplus property.
- Supervises Shipping and Receiving functions, vendor performance reviews, and claim settlements.
- Recruits, trains, evaluates, and develops staff; promotes teamwork.
- Enforces safety policies and procedures.
Education & Experience Requirements
- High school diploma or equivalent required; college degree preferred.
- Minimum of three (3) years in government purchasing or related field; supervisory experience required.
Proficiency Requirements
- Certification in relevant purchasing or supply management certifications, or ability to obtain within 5.5 years.
- Ability to make independent decisions, communicate effectively, plan and organize operations, prepare reports, and maintain cooperative relationships.
- Knowledge of research methods, governmental purchasing practices, and computer applications.
- Valid California driver's license; CPR and First Aid certificates are desirable or obtainable within two years.
