Salary Range for Purchasing Manager: $123,855.09 - $158,073.97 annually, DOE.

Under the general direction of the Chief Financial Officer, plans, organizes, directs, and coordinates purchasing and warehousing activities for the District.

Essential Functions
  • Provides leadership and ensures a customer service-oriented environment supporting the District's mission, plans, objectives, and values.
  • Develops, implements, and ensures compliance with the District's Purchasing Policy and Procedures.
  • Oversees purchasing and inventory systems, including setup, operation, and training.
  • Stays informed of laws and regulations affecting purchasing; consults legal counsel as needed.
  • Manages the district's formal bid process, including tabulation and award recommendations.
  • Prepares and reviews specifications, contracts, and purchase orders; negotiates pricing and manages contracts.
  • Supervises inventory counts, control programs, and disposal of surplus property.
  • Recruits, trains, supervises, and evaluates support staff, fostering teamwork.
  • Enforces safety policies and procedures.
Education & Experience RequirementsEducation
  • High school diploma or equivalent required.
  • Four-year college degree in business or related field preferred.
Experience
  • Minimum three years in government purchasing or related field, plus three years supervisory experience.
  • Equivalent education and experience may be considered.
Proficiency Requirements
  • Certification as a Certified Public Purchasing Officer or related certification, or ability to obtain within 5.5 years.
  • Ability to make independent decisions and communicate effectively.
  • Knowledge of research methods, governmental purchasing practices, and computer applications.
  • Valid California driver's license; insurability required.
  • CPR and First Aid certification are desirable or can be obtained within two years.
