Salary Range for Purchasing Manager: $123,855.09 - $158,073.97/annually, dependent on qualifications.
Under the general direction of the Chief Financial Officer, the Purchasing Manager plans, organizes, directs, and coordinates purchasing and warehousing activities for the District.
Essential Functions
Provides leadership and fosters a customer service-oriented environment aligned with the District's mission, plans, objectives, and values.Develops, implements, and ensures compliance with the District's Purchasing Policy and Procedures.Oversees district-wide purchasing and inventory systems, including setup, operation, and training.Stays informed of current laws, rules, and regulations affecting purchasing; consults legal counsel as needed.Prepares and administers the formal bid process, reviews, and recommends bid awards.Prepares, reviews, and assists with specifications, contracts, and purchase orders; negotiates pricing and manages related contracts.Supervises inventory management, including annual counts and control programs.Supervises shipping, receiving, and vendor performance; manages surplus disposal.Recruits, trains, evaluates, and develops staff; enforces safety policies.Education & Experience Requirements
Education:
- High school diploma or equivalent required.
- Four-year college degree in business or related field preferred.
Experience:
- Minimum three (3) years in government purchasing or related field.
- Three years supervisory experience required.

Proficiency Requirements
- Certification as a Certified Professional in Supplier Diversity, Supply Management, Public Purchasing, or related, or ability to obtain within 5.5 years.
- Ability to make independent decisions and execute them.
- Effective communication skills.
- Ability to plan, organize, and supervise purchasing and receiving operations.
- Ability to prepare accurate reports.
- Knowledge of research methods and techniques.
- Proficiency with computers, including spreadsheets and word processing.
- Knowledge of governmental purchasing practices.
- Ability to read, understand, and follow instructions.
- Ability to maintain cooperative relationships.
- Ability to recruit, train, and develop staff.
- Knowledge of laws affecting governmental bidding and contracting.
- Valid California driver's license and insurability.
- CPR and First Aid certifications are desirable or obtainable within two years.
