Supervisor's Title: Assistant Operations Manager
Basic Function: The Purchasing/Logistics Manager functions as part of the hatcherysupport team in the purchasing, shipping, receiving, and distribution activities ofthe Corporation. Works with the Assistant Operations Manager and Distribution Manager of the operation of the Anchorage Distribution Center (ADC) requiring management level decision making capability.
Primary Responsibilities: The responsibilities of the position include working withthe Assistant Operations Manager in the purchasing, shipping, receiving, fleetmanagement and logistics activities of the ADC. Administrative responsibilitiesinclude the planning, budgeting, documenting, assessing and improving thepurchasing and logistics functions.
Description of duties and tasks:
- Develops and implements efficient supply chain processes, including planning, ordering, inventory management, and distribution. Ensures timely processing of purchase requests, proper coding and pricing review, and purchase order generation. Manages vendor orders, tracks received supplies, resolves delayed shipments, completes receiving documentation in company systems, and determines optimal shipping methods
- Establish and maintain professional relationships with vendors
- Develops and maintains preferred vendor relationships for best pricing, service anddelivery guarantees based on budget and schedule requirements
- Ensures continuity of Distribution Center operations by effectively performing assigned tasks in the absence of the Assistant Operations Manager, maintaining workflow efficiency and adherence to established processes.
- Informs the Distribution Manager for coordination of freight pickup
- Manages PWSAC site equipment rentals from initiation to finish
- Responsible for office operations, building repair maintenance needs
- Prepares the annual ADC operations budget for presentation to the Assistant Operations Manager
- Monitors, oversees and administers the Anchorage Distribution Center budget, ensuring efficient allocation of resources and adhering to approved amounts
- Reviews costs for standard purchases, distributes updates for organization-wide budgeting purposes
- Responsible to ensure the implementation and compliance of PWSAC's safety program at the Anchorage Distribution Center in conjunction with the site safety rep (DC manager)
- Identifies and recommends new procedures, techniques, and equipment to enhance efficiency and adapt to evolving operational needs.
- Plans and arranges hospitality needs for PWSAC meetings held at the Anchorage Distribution Center
- Manages reconciliation of petty cash and staff expense reports for the Anchorage Distribution Center.
- Oversees inventory and distribution of essential in-house materials, including raingear, gloves, and other supplies.
- Reviews all PWSAC purchases for adherence to approved purchasing programs, follows up on non-standard or non-approved purchase requests.
- Informs all staff of approved protocols; including employee personal orders
- Assists with logistics related to PWSAC safety programs
- Stays up to date on DOT rules and compliance in regards CFR's 29, 49 and HAZMAT
- Coordinates the logistics and purchasing of Hatchery Commissaries with Hatchery Managers
- Evaluate and modify ordering schedules for regularly scheduled freight charters while implementing seasonal updates for site operations.
- Communicate schedule changes to affected vendors and employees
- Fills in for ADC staff during vacancies as needed
- Other duties as assigned
Essential Functions: Majority of work performed at the ADC. Must be able to move about freely; ability to lift and carry 30 lbs.; ability to climb stairs without assistance; use telephones and computers impaired. Must be able to read, write, speak and understand the English language. Must be able to hear and see to receive verbal and written instructions.

Knowledge, Skills and Abilities
- Proficiency in computer operations and industry-standard software for data management and procurement tracking
- Comprehensive understanding of policies, processes, and procedures related to purchasing, property management, and large-scale organizational operations
- Working knowledge of accounting, budgeting, and financial management principles to support procurement and operational efficiency
- Strong analytical skills to compare data across multiple sources, identify discrepancies, and ensure accuracy.
- Ability to maintain detailed records of procurement activities, inventory, and equipment management.
- Effective negotiation and professional communication skills for interacting with suppliers and vendors.
- Familiarity with office equipment, technical materials, and supplies relevant to distribution operations.
- Knowledge of policy, process and procedure used in purchasing and property control
- Strong ability to write clear, concise, and professional documents, memoranda, and correspondence, ensuring accuracy and effective communication
Minimum Qualifications:
Four years of progressively responsible work experience in purchasing, receiving, inventory control or materials management.Bachelor's degree from an accredited college with a major in business administration or closely related field; and two years' work experience in purchasing, receiving, inventory control or materials management preferred.Valid Alaska Driver's license with clean driving record for the last 36 months prior to hireAbility to• Pass a DOT physical• Obtain a TWIC within 90 days of hireIntermediate to proficient in Microsoft Office suiteDisclaimer: Duties and responsibilities described are not a comprehensive list, and additional tasks may be assigned from time to time.
