This important role requires an experienced hands-on resource with an understanding of both business development and Information Technology delivery project management. The ideal candidate will be an organized, self-starter who is able to take command of a proposal response from beginning to end, working across a dynamic team of geographic and industry sales leads, marketing specialists, solution architects, subject matter experts, legal staff, and financial specialists. This individual will have a proven track record of supporting proposal responses across various industries (e.g., Health and Human Services, Justice Public Safety, Tax and Revenue, Higher Education, K-12, etc.) and various State and Federal geographic areas.Key Responsibilities:Manage multiple proposal development projects(depending on size)across varying response timelines while maintaining a degree of flexibility to adapt to team, scheduling, and other requirements Interpret technical and management requirements of RFx solicitations Develop and oversee proposal schedules, populate proposal outlines, develop and manage the compliance matrix, conduct proposal kickoffs, and raise risks to leadership throughout the proposal process Coordinate and review/edit proposal input from various stakeholders, typically involving contributions from sales, marketing, product teams, finance, commercial, legal, and delivery Work with brand marketing and proposalteams to define the brand style and voice for proposal content to support quality and consistency Coach sales teams in persuasive writing and proposal best practices Oversee the development and timelines of high-quality, high-impact graphics for proposals Facilitate proposal reviews (Red, Gold, and White Glove) and make ongoing recommendations to support requirement compliance and increase evaluation scores Lead quality assurance initiatives by using tools such as Grammarly (response content), SharePoint (proposal files), and Teams (collaboration) Collaborate across a broad spectrum of leaders and stakeholders to guide, develop, and submit proposals on time and in compliance with customer requirements Initiate, develop, and/or support Proposal Operations activities (e.g., content databases, SharePoint library management, process documentation, and improvement efforts) as needed/requested Qualifications:Experience with public sector, SLED proposal development Experience with the procurement process and the different types of RFx efforts Excellent writing, organizational, collaboration, and communication skills Ability to assist in developing compelling themes, discriminators, and messaging Ability to work well both in a team and independently Ability to both delegate and roll up sleeves to meet deadlines Ability to manage multiple projects simultaneously and adapt efforts based on identified priorities Ability to coordinate geographically disparate teams and availability for multiple U.S. geographic time zones Ability to create original content using interview and research techniques Fluency with Microsoft Office (Word, Excel, PowerPoint, Outlook) and SharePoint Familiarity with project planning and scheduling toolsets to plan, monitor, control, and provide status on proposal projects Familiarity with work breakdown, level of effort, and cost estimation techniques Ability to remain upbeat, positive, and constructive within a dynamic environment operating under high-pressure deadlines Strong commitment to quality Preferred Qualifications:Experience with US Federal proposal development processesFormal proposal training, affiliations, and/or relevant proposal management certifications (e.g., Association of Proposal Management Professionals (APMP)) Bachelor's degree (information technology, marketing and/or communication focus a plus) Three (3) to five (5) years of experience providing project delivery on IT projects (e.g., project management, business analysis, solution architecture, system architecture, development, QA/QC) Formal project management training, affiliations, and/or relevant project management certifications (e.g., Project Management Professional (PMP)) Experience with Agile project management, specifically the Scrum framework Scrum Master certification (e.g., CSM, PMI-ACP, or higher) Up-to-date knowledge of marketing, editing, graphic design, and other relevant proposal best practices Familiarity with Generative AI prompt engineering The wage range for this role reflects the wide array of factors considered in compensation decisions. These factors include, but are not limited to, skill sets, experience, training, licensure and certifications, and geographic location. Compensation decisions are based on the unique facts and circumstances of each case. A reasonable estimate of the annual range is $140,000.00 to $160,000.00.This position may be eligible for a discretionary bonus. It is classified as exempt under applicable law.
