Proposal Coordinator
Location: Houston, TX
Pay: $31.25 - $40.00 / hour DOE
Key Responsibilities
- Proposal Management
- Review RFPs, RFQs, and RFIs to identify submission requirements, timelines, and evaluation criteria.
- Develop proposal outlines, compliance matrices, and detailed submission checklists.
- Coordinate with internal teams (estimating, compliance, legal, operations) to gather required content.
- Draft and edit narrative content including cover letters, project descriptions, resumes, and organizational capability statements.
- Formatting & Submission
- Format proposals according to agency guidelines (HUD, FEMA, state or county programs).
- Ensure timely and compliant submissions via email, online portals, or physical delivery.
- Maintain file version control and submission logs for each opportunity.
- Compliance Coordination
- Assist with preparing MWBE, HUB, Section 3, DBRA, and other regulatory compliance documentation.
- Maintain and update company registrations.
- Support subcontractor outreach documentation and forms as required.
- Database & Content Management
- Maintain a library of boilerplate language, templates, staff resumes, past performance references, and graphics.
- Track upcoming solicitations, awards, and debriefings in coordination with business development staff.
Qualifications
- Bachelor's degree in Business, Communications, English, or related field (or equivalent experience)
- 25 years of experience coordinating proposals, preferably in construction, engineering, or government contracting
- Strong understanding of federal and state procurement processes (CDBG-DR, FEMA, HUD, etc.)
- Excellent written and verbal communication skills
- Highly organized, detail-oriented, and deadline-driven
- Proficient in Microsoft Office Suite (Word, Excel, Outlook), Canva, Adobe Acrobat; familiarity with SharePoint or other proposal management tools a plus
Preferred Experience
- Familiarity with disaster recovery programs
- Experience coordinating proposals for multifamily and single-family residential projects and debris removal projects
- Knowledge of compliance programs (MWBE, Section 3, Davis-Bacon)
