Job Title: Property Manager

Full Time position - 40 hours per week

Salary Range: $115,000 - $125,000 based on experience

Schedule: Monday - Friday 8:30 am - 5:00 pm

The ideal candidate will have a minimum of 7 years as a Property Manager. A bachelor's degree from an accredited four-year college or university with a CMCA and/or AMS Designation (PCAM Preferred) or equivalent experience/certifications in facilities management or other residential facilities.

Leisure World of Maryland Corporation, the property management company for Leisure World of Maryland, located in Silver Spring, Maryland, is a private, age restricted community comprised of 29 community associations representing over 5,600 homes and extensive Trust operations. We are seeking an innovative, experienced and hands-on Property Manager to provide proactive management support and strong leadership to one of the community's high-rise condominiums building complex.

The Property Manager is responsible for the day-to-day operations of their high-rise condominium, and overseeing the planning, organization, and direction of the Mutual. The Property Manager participates in the Board of Directors meetings and in selected committee meetings as well as provide counsel to the board and residents. This position requires a customer service approach in dealing with a wide variety of owner, resident, renter, and contractor issues.

We are looking for someone who has experience in the following areas:

Financial Administration

  • Develop a draft budget for the Treasurer, Budget & Finance Committee and the Board of Directors.
  • Maintain close coordination on budget and financial matters with the Treasurer, budget and finance committee and LWMC accounting department. Upon adoption of the annual budget and capital expenditure budget, be responsible for its administration and implementation and for adherence to the budget, for expenditures within his/her control, and make recommendations for Board action at any time regarding changes that he/she deems necessary. Responsible for the capital expenditure program in accordance with the current operating and capital expenditure budget.
  • Assist, as necessary, with the annual audit and tax return preparation.
  • Review, approve and process for payment all invoices, bills, and accounts payable in timely manner and on behalf of the Mutual in accordance with established Board policy.
  • Bring to the attention of the Board President and/or Treasurer any and all emergency expenditures within 24 hours of the commitment of the funds.Coordinates annual reviews of the Replacement Reserve Study with the Buildings and Grounds and Finance Committees and oversee periodic outside consultant reviews of the Study. Identify missing items as well as errors in cost and schedule.

Operational Supervision

  • Determine the scope of maintenance and repair work required within the Mutual; be responsible for supervising the maintenance and upkeep of the Mutual's properties, and make, or direct inspections to ensure such maintenance is completed.
  • Make necessary work assignments to execute maintenance and repairs and cause the buildings, appurtenance and grounds to be maintained according to standards established by the Board, including but not limited, to interior and exterior cleaning, painting and decorating, plumbing, carpentry, electrical repairs and such other normal maintenance and repair work as may be planned subject to limitations as to scope of work, or as contained in the budget in addition to those set forth herein.
  • Supervise the building maintenance engineer in maintaining an ongoing preventive maintenance program designed to keep the buildings and equipment, including plumbing, mechanical and electrical equipment which the Mutual has duty to maintain, in proper working condition. Establish and monitor a seasonal maintenance and preventive maintenance program for the common elements of the Mutual and investigate specific problems on a as needed basis. Inspections may be conducted jointly with maintenance engineer and other appropriate contractor and/or subcontractors.
  • Maintain, or verify through on-site staff, inventory controls of all equipment, furniture, tools, office equipment and supplies in accordance with the policies established by the Board.
  • Direct actions in or about the Mutual to comply promptly with any other requirements affecting the premises by the federal, state, or county authority having jurisdiction, and the Board of Directors.
  • Responsible for purchasing all supplies, materials, and equipment for the Mutual and monitor and report performance of each contractor, and initiate corrective action as needed.
  • Unless otherwise directed by the Board, obtain competitive bids for all services to the Mutual.
  • Initiate and maintain contracts for telephone service, pest control, landscape maintenance, janitorial service, elevator service, and other essential services included in the operating budget. Prepare contracts for purchase of such equipment, tools, appliances, materials, and supplies as are necessary to properly maintain Mutual property. All such contracts and purchases shall be subject to the limitation set forth herein or adopted by board action
  • As part of the budget process, ensure that the reserves for replacement have been updated and reflect anticipated future expenses for the replacements of building components in coordination with the Treasurer, Building and Grounds, and Budget and Finance Committees.
  • In coordination with LWMC, determine contractual specifications required for work to be performed on the property and ensure, on behalf of the Mutual, that all contract work is completed in accordance with written specifications. Provide approval of invoices for work completed according to specification.
  • Develop an on-call duty roster for 24-hour emergency response for the Mutual.
  • Strive to achieve the goals and objectives of the Mutual and LWMC as promulgated by the respective Boards of Directors.
  • Maintain oversight of all Mutual projects, programs, and community relations.
  • Provide support and guidance to the Mutual volunteer leadership and advisory committees.
  • Participate in co-operative efforts that can reduce the cost of supplies and services.

Administrative Support

  • Supervise and direct staff assigned to work regularly in the buildings of the Mutual in the performance of their tasks and duties required to ensure the efficient operation and management of the Mutual. In coordination with LWMC Human Resources Department, prepare job performance evaluations and discusses performance and merit compensation with the Mutual Board of Directors.
  • In coordination with LWMC's Human Resources Department, the Property Manager shall maintain up-to-date job descriptions for the positions of Mutual assigned personnel and shall insure that assigned employees are informed regarding their duties and responsibilities.
  • Interact with other Leisure World staff (i.e., Human Resources, Physical Property Department, (PPD), Accounting, and service personnel) working to support the Mutual's operations. Provide direct liaison between Mutual and the various operating departments of LWMC.
  • Assist in the adherence to provisions of the Mutual Documents and support compliance with the Mutual's rules and regulations. In accordance with the Board adopted policies and in coordination with designated Committee(s), inform owners and residents who may be in violation of the Mutual Documents or rules and regulations.
  • Maintain policies/binders for all insurance policies protecting the Mutual. Be responsible for comprehensive and timely reporting of all accidents, fires and any and all claims relating to the management, maintenance and operation of the property.
  • Keep full and complete records and render as often as may be required by the Board a full report of all operations during the period reported.
  • Prepare and submit a monthly Management Report to the Board of Directors. The monthly Management Report shall be submitted to the Board at least five (5) days prior to the regular meeting of the Board of Directors. Confer with Board President on any significant occurrences within the Mutual as they arise.
  • Conduct briefing with new residents concerning Mutual rules and regulations and assist in preparing and conducting resident's orientation programs. I) Adhere to the LWMC Code of Conduct.
  • Adhere to the LWMC Code of Conduct and Manager Code of Ethics as published by the Community Associations Institute. In the event of a conflict between the two, the LWMC code shall prevail.
  • Direct the enforcement of Mutual covenants, bylaws, restrictions, rules, and regulations.
  • Do all other things necessary or reasonably required for cost effective operation and management of the Mutual.
  • Serve as primary liaison with Mutual's President, Board of Directors and legal counsel.
  • Maintain Board correspondence, including E-mail communication as required
  • All other duties as assigned

LICENSE

· CMCA and/or AMS Designation

· PCAM Designation preferred

· CPM Designation a plus

EDUCATION

A Bachelor's Degree from a four-year college/universityor technical school-preferred. Field of Study: Business Administration

SUPERVISORY RESPONSIBILITY

  • Provide the overall direction, coordination, and evaluation of all Mutual assigned staff. Perform supervisory responsibilities in accordance with LWMC and Mutual {Mutual 20B) policies and procedures and applicable regulations and laws.
  • Interview, select, train, and coach employees; plan, assign, and direct work; appraise performance; reward and discipline employees; address complaints and resolve problems in coordination with LWMC policies and procedures. Establish employee objectives to improve performance.
  • Employee performance issues must be brought to the attention of Director, Human Resources and the AGM- Mutual Services.
  • Employee terminations must be coordinated with the Director, Human Resources, the AGM- Mutual Services and the Mutual's Board of Directors.
