Property Maintenance Manager

West CAP, a progressive, non-profit Community Action organization, is seeking a full-time Property Maintenance Manager. This critical position is responsible for overseeing all aspects of property maintenance operations across designated affordable housing sites and West CAP facilities. This includes supervising site managers and maintenance staff, coordinating and assigning work, evaluating performance, and ensuring adherence to safety and operational standards. The role involves direct participation in responding to resident maintenance requests, including emergency on-call duties, and ensuring all maintenance activities are thoroughly documented in the property management system.

Qualifications:

Education & Experience: Associates or bachelors degree in Facilities Management, Property Management, Construction Management, or related field preferred. Equivalent experience may be considered. Minimum of 5 years of experience in property maintenance or facilities management, including supervisory responsibilities over maintenance or site management staff. Experience working with affordable housing, compliance standards, or housing inspections preferred.

Knowledge, Skills & Abilities: Strong working knowledge of building systems (HVAC, plumbing, electrical, structural) and maintenance procedures. Knowledge of local building codes, safety regulations, fair housing laws, and compliance requirements for housing providers. Experience with project audits, regulatory reporting, and managing site-level inspections. Proficient in using property management software for tracking maintenance, tenant communications, and reporting. Strong organizational and time management skills; able to prioritize multiple tasks in a fast-paced environment. Effective communication skills, both verbal and written, with the ability to interact professionally with tenants, contractors, vendors, and team members. Strong conflict resolution skills and a customer service-oriented approach to resolving tenant maintenance complaints. Ability to prepare and manage budgets, review invoices, and assist with insurance claims and capital planning. Ability to participate in an emergency on-call rotation during nights and weekends. Valid drivers license and reliable transportation required for regular site visits and inspections.

Physical Qualifications: While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel objects, tools, or controls; and talk or hear. The employee frequently is required to stand and walk. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision.
